Particular attention is paid to the role of Open Access Educational Resources (OAER) and Open Educational Resources (OER) as instruments for ensuring the continuity of education, academic resilience, and the innovative development of higher education institutions (HEIs). The challenges of information support for Ukrainian higher education, traditional and emerging channels of library collection development, and the differences between open access resources and OER are analyzed. The presentation demonstrates that Ukrainian university libraries are gradually shifting from a resource accumulation model to a model focused on providing open access, integrating into global knowledge networks, and supporting open education. It highlights the current state of OER development in Ukraine and the role of librarians in promoting open education, advising on Creative Commons licences, engaging in digital publishing, and creating the conditions necessary for the development of Ukrainian open textbooks. As an example, the experience of the Scientific Library of the Ukrainian State University of Science and Technologies is presented, particularly in the areas of digital publishing, the creation of resources under Creative Commons licences, and the integration of open textbooks into the international OERSI infrastructure.
