Abstract
UKR: Розглянуто передумови децентралізації влади, хід подій, завдання,
досягнення, труднощі й проблеми на шляху централізації влади, реформи, яка розпочалася в
2014 р. і була призупинена в лютому 2022 р. у зв’язку з уведенням в країні воєнного стану після
вторгнення російських військ на Україну. На першому етапі децентралізації вирішувалося
насамперед завдання створення об’єднаних територіальних громад як основної ланки
місцевого самоврядування; на другому відбувалося укрупнення районів, формування нового
адміністративно-територіального устрою країни, проведення виборів до нових районних рад
і громад. Важливими проблемами децентралізації влади стали забезпечення балансу
державних і регіональних інтересів, налагодження з цією метою взаємодії між центральною
владою і органами місцевого самоврядування, забезпечення населення якісними
адміністративними, побутовими й культурними послугами.
ENG: The prerequisites for the decentralization of power, the course of events, tasks, achievements, difficulties and problems on the way to the centralization of power, the reform, which began in 2014 and was suspended in February 2022 due to the introduction of martial law in the country after the invasion of Russian troops, were considered. to Ukraine. At the first stage of decentralization, the task of creating communities as the main link of local self-government was solved, at the second stage consolidation of districts, formation of a new administrative and territorial system of the country, holding elections to new district councils and communities took place. Ensuring the balance of state and regional interests, establishing cooperation between the central government and local self-government bodies, and providing the population with high-quality administrative, household and cultural services became important problems of power decentralization.
