    The New Business Model for the State Scientific and Technical Library of Ukraine Enhancing New Digital Tools for Researchers

    ENG: Objective. The research activities play a significant role in the transformation of libraries, helping them to develop new business models that better suit the changing needs of their users and new services that are responsive to those needs. The new challenges introduced by the Law of Ukraine "On Scientific and Scientific-Technical Activities" 2016 aim to promote a more innovative and competitive scientific and technical ecosystem in Ukraine, and to encourage greater collaboration between researchers, businesses, and the government as well the EU approach to the research data. In this regard, the State Scientific and Technical Library of Ukraine (SSTL of Ukraine) has to redirect its main activities and begin using fundamentally new means and methods of research and science management. This research aims to study the transformation of the SSTL of Ukraine under the influence of changes in scientific data management and the usage of scientific information. These factors play a vital role in the transformation of SSTL of Ukraine by providing a foundation for understanding user needs, developing new models and services, enhancing information literacy, promoting collaboration, and informing policy. By incorporating these insights, SSTL of Ukraine remains relevant in an ever-evolving digital landscape. Methods. The study employed a mixed-methods approach, combining qualitative and quantitative data collection techniques. A comprehensive review of existing literature on digital tools in research libraries was conducted, followed by surveys and interviews with library stakeholders, researchers, and patrons. The data obtained were analyzed using statistical methods and thematic analysis to derive meaningful insights. Results. The new tools facilitate interdisciplinary collaboration, enabling researchers to connect with peers, exchange ideas, and engage in collaborative projects. Such networking opportunities have proven invaluable in promoting innovation and fostering a vibrant research community. Conclusions. The successful implementation of the new business model for the State Scientific and Technical Library of Ukraine, focusing on enhancing research through the utilization of new digital tools, has yielded significant benefits. Researchers now enjoy improved accessibility to research materials, enhanced collaboration opportunities, and advanced data analysis capabilities. These outcomes have positively impacted the research ecosystem in Ukraine by facilitating knowledge dissemination, fostering interdisciplinary collaborations, and accelerating the pace of scientific discoveries. The results of this study emphasize the importance of embracing digital transformation in research libraries and provide valuable insights for other institutions seeking to enhance their support for researchers through the integration of digital tools.

    The Role of the State Scientific and Technical Library in the Context of Digitalization of Public Administration in the Sphere of Science

    ENG: Objective. The research analyzes how the Ministry of Education and Science of Ukraine ensures the formation and implementation of state policy in the fields of scientific, scientific and technical, and innovative activities through digitalization. Particular attention is paid to the use of information and communication systems, databases, and electronic resources of the State Scientific and Technical Library of Ukraine (SSTL of Ukraine). The paper focuses on the implementation and development of the National Electronic Scientific and Information System URIS and the Open Ukrainian Citation Index (OUCI). The objective is to identify their current achievements, propose improvements, and outline promising areas for further development. Methods. The research applies general scientific and analytical methods. Empirical methods (monitoring, analysis, and synthesis) were used to study the operation of digital systems. Theoretical and formalization methods supported the analysis of legal and regulatory documents governing science policy. System and functional analyses were applied to assess internal and external integration, technical efficiency, and management procedures. Strategic planning, bibliometric and content analyses, and descriptive statistics were used to forecast development scenarios and evaluate performance indicators. Results. The results show that the SSTL of Ukraine has become a central institution in the digitalization of scientific governance. The URIS system has enabled full digitalization of procedures for research funding, institutional evaluation, and reporting. The OUCI provides a national citation database aligned with Open Science and FAIR principles. These tools improved transparency, efficiency, and interoperability. The SSTL also supports access to international databases and maintains a national electronic catalogue. Conclusions. Digital transformation of scientific management in Ukraine has reached a new level through the URIS and OUCI systems. Sustained investment, regulatory support, and international integration are essential for further development and alignment with global research infrastructures.

    Ways of Development of the National Electronic Scientific Information System as a Tool for Implementing the State Open Science Policy in Ukraine

    ENG: Objective. Since 2020, Ukraine has been developing the National Electronic Scientific Information System (URIS). The creation and development of URIS were initially guided by a specific Concept, whose implementation timeline has now concluded. However, the Cabinet of Ministers of Ukraine mandated that work on URIS should continue. Consequently, there is a need to develop a new concept and identify the future directions for this scientific information system. Current research has emphasized the necessity of implementing the open science paradigm and highlighted the role of Current Research Information Systems (CRIS) in this process. There is a specific need to establish the development directions for URIS as a unique type of such system. The aim is to explore the prospective directions for the development of the National Electronic Scientific Information System "URIS," detailing the pathways for its growth and integrating new functions to fully implement the principles of open science in Ukraine. Methods. The study employed methods of theoretical generalization of normative and analytical data, as well as statistical and comparative analysis of the obtained scientific information. Results. The study identified seven directions with specific implementation paths: developing new functional modules for URIS, ensuring the comprehensive inclusion of priority information resources within URIS, providing Ukrainian scientists, research institutions, and higher education institutions with a digital tool, enabling ongoing communication with the scientific community and business representatives, identifying shortcomings in existing legal acts, creating conditions to overcome the dispersion of financial resources, accounting for losses in Ukrainian research infrastructure due to Russian military aggression. The URIS serves as a multifunctional platform for collecting, processing, and disseminating data related to scientific activities in Ukraine. Developed by the State Scientific and Technical Library of Ukraine, URIS aims to integrate and present aggregated data from various research institutions and universities, thereby enhancing the visibility of Ukrainian research on a global scale. This paper discusses the importance of URIS in supporting academic and research libraries, emphasizing the role of the library's experts in implementing the project. Conclusions. The development and improvement of URIS should lead to a significant reduction in the use of paper for various documents, offering interested individuals and organizations a wide range of digital tools for quick and continuous access to research data, information, and services related to the field of science. The full implementation of this project will enhance the visibility of Ukrainian scientists and research infrastructures both within Ukraine and for interested researchers and institutions in Europe and globally. Scope of Application of Research Results. The development of URIS will support the Ministry of Education and Science of Ukraine in fulfilling the national plan for open science and accelerating Ukraine's integration into the European Research Area. The successful implementation of URIS demonstrates the vital role of academic and research libraries in the digital age. The expertise of the State Scientific and Technical Library of Ukraine has been instrumental in advancing the goals of URIS, which aims to enhance the quality and visibility of Ukrainian research both nationally and internationally.
