| dc.description.abstract | UKR: Стаття присвячена узагальненню підходів до планування стратегічного розвитку регіонів з акцентом на визначення пріоритетів смарт-спеціалізації та цифрові трансформації. Доведено, що смарт-спеціалізація регіону реалізується через інтелектуально-інноваційні рішення; перетворення споживчої економіки на ресурсогенеруючу; побудову цифрового суспільства, що ґрунтується на нових технологіях. Систематизовано етапи визначення пріоритетів смарт-спеціалізації регіонів відповідно до нормативно-правової документації. Наголошено, що така послідовність повинна мати циклічний характер, оскільки її результатом є висновок щодо досягнення конкретної стратегічної цілі розвитку регіону та доцільності продовження (закриття) виконання регіональних проєктів. Пріоритети смарт-спеціалізації певного регіону визначаються експертним шляхом і мають знайти відображення у відповідній регіональній стратегії розвитку. | uk_UA |
| dc.description.abstract | ENG: The modern concept of regional development is characterized by a transformational approach, the key idea of which is to change the qualitative state through the accumulation of knowledge and the use of potential opportunities. The strategic vision of the future development of Ukraine and its territories is based on digital transformations. In today's conditions, digital solutions are the key to effective adaptation of the state, local authorities, business environment, education, and the public to new challenges and changes. The article is devoted to generalizing approaches to planning the strategic development of regions with a focus on identifying priorities for smart specialization and digital transformation. It is proved that smart specialization of the region is realized through intellectual and innovative solutions; transformation of the consumer economy into a resource-generating economy; building a digital society based on new technologies. This concept is based not only on increasing the innovation potential and concentration of limited financial, material and human resources in potentially competitive areas, but also on the efficient use of investments both within a particular territory and on a national scale. The article systematizes the stages of determining the priorities of smart specialization of regions in accordance with the regulatory and legal documentation. It is emphasized that such a sequence is cyclical in nature, since its result is a conclusion on the achievement of a specific strategic goal of regional development and the feasibility of continuing (closing) the implementation of regional projects. The priorities of smart specialization of a particular region are determined by experts and should be reflected in the relevant regional development strategy. To implement projects in the areas of smart specialization at the level of individual territories, regional target programs are formed, funded by local budgets. If the strategic goal of regional development is not achieved, it is either adjusted (clarified, specified) or the priorities and relevant target programs are revised. The basis for the sequence of determining regional priorities for smart specialization is the process of entrepreneurial discovery - an inclusive and interactive analysis of identifying the strengths of the region. | en |
