| dc.description.abstract | UKR: Стаття присвячена дослідженню сутності стратегічного планування в сучасних умовах підвищеної мінливості та ризикованості зовнішнього середовища. Систематизовано підходи різних авторів до сутності стратегічного планування в процесі еволюції цієї категорії. Запропоновано трактовку поняття "стратегічне планування", яке відповідає сучасним турбулентним умовам. Розвинуто функціональний підхід до стратегічного планування шляхом реалізації основних його підфункцій: цілепокладання, прогнозування, моделювання та програмування. Визначено зміст кожної підфункції, особливості реалізації та стратегічному рівні на відміну від поточного та оперативного. Охарактеризовано методи та очікувані результати по кожній з них. Підкреслено необхідність детального опрацювання альтернативних варіантів стратегії в сучасних турбулентних умовах. | uk_UA |
| dc.description.abstract | ENG: The article is dedicated to exploring the essence of strategic planning in modern conditions of increased volatility and riskiness of the external environment. It systematizes various authors' approaches to the essence of strategic planning in the evolution of this category. A conceptual interpretation of "strategic planning" is proposed, corresponding to contemporary turbulent conditions. Strategic planning is viewed as a dynamic process of defining the strategic settings of enterprise activities (mission, vision, values, goals), developing strategies, and ways to achieve them to ensure successful long-term operation of the enterprise in a changing external environment. Emphasis is placed on the necessity of a functional approach to strategic planning and the implementation of its main sub-functions: goal setting, forecasting, modeling, and programming. The content of each sub-function, as well as the specifics of their implementation at the strategic level as opposed to the current and operational levels, are determined. Strategic goal setting involves forming a hierarchical system of enterprise activity orientations: mission, values, vision, and a system of strategic goals. Strategic forecasting involves predicting the future of the enterprise and its external environment using a wide range of extrapolation methods. Strategic modeling entails the development of specific economic-mathematical models that take into account uncertainty and dynamics, allowing the modeling of possible enterprise reactions to various forecasted events and determining a certain line of behavior under the realization of one or another forecast to choose the optimal mode of system operation. Programming involves developing a system of measures aimed at achieving the set strategic goals. Methods and expected results for each sub-function are characterized. The necessity of detailed elaboration of alternative strategy options in conditions of increased volatility and riskiness of the external environment is emphasized. The understanding of the essence of enterprise strategic goals and their distinction from other goals is clarified. The developed functional approach will contribute to increasing the substantiation of strategic planning through the consistent and scientifically grounded implementation of all main sub-functions. | en |
