| dc.description.abstract | UKR: У статті обговорюються ключові моменти впровадження в діяльності митних органів інформаційних технологій, оскільки специфіка діяльності учасників європейської економіки вимагає швидкого прийняття важливих рішень для забезпечення якості та своєчасного переміщення товарів. Автоматизація митних процедур та швидкий автоматичний результат, що застосовується відносно значного масиву учасників зовнішньо-економічної діяльності, надає додатковий стимул для економічних відносин, розвитку бізнесу, зменшенню транспортної складової при переміщенні товарів. У зв’язку з цим було проаналізовано аналіз стратегії розвитку митної служби України, її участь в транспортних процесах з використанням інформаційних технологій. Механізм, який сприятиме умовам ведення міждержавної торгівлі, спростить митні формальності. У Європейській економічній комісії представлений механізм «об’єднаного вікна», що надає можливість одноразового представлення даних за допомогою одного каналу з можливістю виконання митних формальностей експорту-імпорту у взаємодії з державними органами. Розвиток єдиного віконного механізму на території Європейського союзу є однією з нинішніх та пріоритетних областей співпраці, так що насправді, використання «єдиного вікна» є ефективним інструментом для спрощення процесу міжнародної торгівлі, налагодженню стійких транспортних потоків, що дозволить транспортним організаціям та промисловцям мінімізувати витрати при здійсненні експортних, імпортних та транзитних операцій. Створення цифрових митниць сприяє скороченню часу по завершенню митних процедур, отримання дозволів, оформлення відповідних документів, а також обробці та зберіганню великих масивів інформації. Протягом останніх десятиліть цифровізація стала невід’ємною частиною торгівельної діяльності. Вона змінила структуру торгівлі та сприяла розширенню та диверсифікації торгових можливостей на внутрішньому, регіональному та міжнародному рівнях, створює умови для швидшого постачання та впровадження товарів та послуг і спрощенню торгівлі, полегшуючі вихід на ринки та зменшенням пов’язаних витрат. Цифрові інструменти також можуть відігравати важливу роль у прискоренні прогресу у досягненні цілей сталого розвитку (ЦСР). Так інформаційно-комунікаційні технології (ІКТ), електронні сертифікати та електронне відстеження товарів можуть сприяти більш стабільним та надійним виробничим процесам. | uk_UA |
| dc.description.abstract | ENG: The article discusses the key points in the implementation of information technology in the activity of customs authorities, since the specificity of the activities of participants in the European economy requires rapid making important decisions to ensure the quality and timely movement of goods. Automation of customs procedures and a rapid automatic result, which is used by a relatively large array of participants in foreign economic activity, provides an additional incentive for economic relations, business development, reducing the transport component when moving goods. In this regard, the analysis of the strategy of development of the Customs Service of Ukraine, its participation in transport processes using information technologies was analyzed. The mechanism that will contribute to the conditions of interstate trade will simplify customs formalities. The European Economic Commission presents a «single window» mechanism, which provides a single presentation of data using one channel with the possibility of performing customs formalities of export-import in cooperation with state bodies. The development of a single window mechanism in the territory of the European Union is one of the current and priority areas of cooperation, so that in fact, the use of a “single window” is an effective tool for simplifying the process of international trade, establishing stable transport flows, which will allow transport organizations and industrialists to minimize exports. Creating digital customs helps to reduce the time after completing customs procedures, obtaining permits, registration of relevant documents, as well as processing and storage of large arrays of information. Over the last decades, digitalization has become an integral part of trade. It changed the structure of trade and contributed to the expansion and diversification of trade opportunities at internal, regional and international levels, creates conditions for faster supply and implementation of goods and services and facilitation of trade, facilitating market access and reducing related costs. Digital tools can also play an important role in accelerating progress in achieving sustainable development goals. Thus, information and communication technologies, electronic certificates and electronic tracking of goods can contribute to more stable and reliable production processes. | en |
