| dc.description.abstract | UKR: У статті здійснено комплексний аналіз економічних інтересів основних стейкхолдерів сфери водоочищення та водопостачання, що відіграють ключову роль у забезпеченні життєдіяльності населення та стабільного функціонування інфраструктури. Досліджено вплив держави, комунальних підприємств, приватного сектору, споживачів, громадських організацій та міжнародних інституцій на розвиток галузі. Визначено ключові конфлікти між цими групами, серед яких обмежені можливості держави щодо фінансування інфраструктурних проектів, суперечності між необхідністю підтримання соціально орієнтованих тарифів та прагненням приватних підприємств до максимізації прибутку, а також недостатня координація між стейкхолдерами щодо залучення інвестицій. Особливу увагу приділено аналізу ролі комунальних підприємств, які виконують функції безпосередніх постачальників послуг та стикаються з проблемами тарифного регулювання та обмеженості ресурсів для модернізації інфраструктури. Розглянуто також потенційні можливості синергії між основними учасниками ринку, серед яких державно-приватне партнерство, впровадження механізмів прозорої комунікації між стейкхолдерами, посилення координації між державою та міжнародними інституціями для залучення інвестицій, а також підвищення рівня довіри споживачів до комунальних і приватних підприємств шляхом реалізації соціально відповідальних проектів. Визначено, що гармонізація інтересів всіх учасників процесу є ключовою умовою сталого розвитку галузі та ефективного використання фінансових ресурсів. На основі результатів дослідження запропоновано напрями подальших досліджень, зокрема розробку економіко-організаційних механізмів взаємодії між стейкхолдерами, які дозволять ефективно збалансувати їхні інтереси, забезпечити стале фінансування інфраструктурних проектів та гарантувати якість послуг водопостачання та водоочищення. Запропоновані підходи сприятимуть формуванню стійкої екосистеми взаємодії між державним, комунальним, приватним і міжнародним секторами та підвищенню довіри між учасниками ринку. | uk_UA |
| dc.description.abstract | ENG: The article provides a comprehensive analysis of the economic interests of key stakeholders in the water supply and purification sector, which play a crucial role in ensuring the population's livelihood and the stable operation of infrastructure. The study examines the influence of the state, municipal enterprises, private sector, consumers, public organizations, and international institutions on the development of the sector. Key conflicts among these groups are identified, including the state's limited capacity to finance infrastructure projects, contradictions between the need to maintain socially oriented tariffs and private enterprises’ pursuit of profit maximization, and insufficient coordination among stakeholders in attracting investments. Special attention is given to the role of municipal enterprises, which serve as direct service providers and face challenges related to tariff regulation and limited resources for infrastructure modernization. The study also explores potential synergies among key market participants, including public-private partnerships, the implementation of transparent communication mechanisms among stakeholders, enhanced coordination between the state and international institutions for investment attraction, and increased consumer trust in municipal and private enterprises through the implementation of socially responsible projects. It is determined that harmonizing the interests of all participants is a key condition for the sustainable development of the sector and the efficient use of financial resources. Based on the research findings, directions for further studies are proposed, including the development of economic and organizational mechanisms for stakeholder interaction that will effectively balance their interests, ensure sustainable financing of infrastructure projects, and guarantee the quality of water supply and purification services. The proposed approaches will contribute to the formation of a stable ecosystem of interaction between public, municipal, private, and international sectors and enhance trust among market participants. | en |
