dc.description.abstractENG: The paper explores innovations in the development and management of university library collections in Ukraine in the context of war, digital transformation, and the advancement of Open Science. Particular attention is paid to the role of Open Access Educational Resources (OAER) and Open Educational Resources (OER) as instruments for ensuring the continuity of education, academic resilience, and the innovative development of higher education institutions (HEIs). The challenges of information support for Ukrainian higher education, traditional and emerging channels of library collection development, and the differences between open access resources and OER are analyzed. The presentation demonstrates that Ukrainian university libraries are gradually shifting from a resource accumulation model to a model focused on providing open access, integrating into global knowledge networks, and supporting open education. It highlights the current state of OER development in Ukraine and the role of librarians in promoting open education, advising on Creative Commons licences, engaging in digital publishing, and creating the conditions necessary for the development of Ukrainian open textbooks. As an example, the experience of the Scientific Library of the Ukrainian State University of Science and Technologies is presented, particularly in the areas of digital publishing, the creation of resources under Creative Commons licences, and the integration of open textbooks into the international OERSI infrastructure.en
dc.description.abstractUKR: У доповіді розглядаються інновації у сфері формування та управління фондами університетських бібліотек в Україні в умовах війни, цифрової трансформації та розвитку відкритої науки. Особливу увагу приділено ролі освітніх ресурсів відкритого доступу (Open Access Educational Resources, OAER) та відкритих освітніх ресурсів (Open Educational Resources, OER) як інструментів забезпечення безперервності освіти, академічної стійкості та інноваційного розвитку ЗВО. Проаналізовано виклики інформаційного забезпечення української вищої освіти, традиційні та новітні канали формування бібліотечних колекцій, а також відмінності між ресурсами відкритого доступу та OER. Показано, що університетські бібліотеки України поступово переходять від моделі накопичення ресурсів до моделі забезпечення відкритого доступу, інтеграції у глобальні мережі знань та підтримки відкритої освіти. Висвітлено сучасний стан розвитку OER в Україні, роль бібліотекарів у популяризації відкритої освіти, консультуванні щодо ліцензій Creative Commons, цифровому видавництві та створенні передумов для розроблення українських відкритих підручників. Як приклад представлено досвід Наукової бібліотеки Українського державного університету науки і технологій щодо цифрового видавництва, створення ресурсів під ліцензіями Creative Commons та інтеграції відкритих підручників до міжнародної інфраструктури OERSI.uk_UA
