Адаптивна ефективність інституційного середовища та її компонентна структура

UKR: У статті обґрунтовано доцільність використання категорії адаптивної ефективності як ключової аналітичної рамки для дослідження інституційного середовища в умовах проривних технологічних змін. Доведено, що ця категорія дозволяє поєднати внутрішній потенціал інститутів до трансформації з результативністю їхньої дії в контексті динаміки Індустрії 4.0. Запропоновано модель адаптивної ефективності як функціональну систему, що включає шість компонентів: гнучкість, пластичність, агільність, форсайт, антиципацію та стабільність, які репрезентують різні типи інституційної відповіді від реактивної до проактивної. Обґрунтовано, що саме така структурна архітектоніка дозволяє виявляти функціональні вразливості інституційної дії, моделювати типи адаптаційного втручання та забезпечувати узгодженість технологічних змін із суспільними цілями розвитку. Матеріал статті може слугувати підґрунтям для оцінювання інституційної спроможності в умовах невизначеності.

ENG: The article substantiates the relevance of using the category of adaptive efficiency as a key analytical framework for assessing the institutional environment’s ability to respond to the challenges of breakthrough technological change. It is argued that adaptive efficiency enables the integration of the institutional system’s internal capacity for transformation with the criteria of its actual effectiveness in the context of Industry 4.0. Fo the first time, adaptive efficiency is conceptualized not as an abstract quality but as a functional system, consisting of six interrelated components: flexibility, plasticity, agility, foresight, anticipation, and stability. Each of these components reflects a particular mode of institutional reaction from reactive to proactive, from situational to structural. Based on this, the article proposes a structured model that allows not only for the interpretation of institutional transformations but also for the identification of functional vulnerabilities and the design of targeted interventions. A special emphasis is placed on stability as an independent structural element of adaptive efficiency, not as an antithesis to change but as a mechanism for maintaining dynamic equilibrium during transformation. It is demonstrated that the institutional environment acts not merely as a passive background for technological shifts but as an active mediator between innovation and societal development. The methodological basis combines structural-functional analysis of institutional mechanisms with the logic of adaptive dynamics. The model is based on a typological differentiation of institutional capacities into reactive (flexibility, agility, plasticity) and proactive (anticipation, foresight) components, enabling analytical precision in diagnosing institutional readiness for technological transformations. Thus, adaptive efficiency emerges as a systemic category that captures both the processual adaptability of institutions and their outcome-oriented performance, making it an essential tool for analyzing institutional modernization in an age of rapid technological change. The proposed approach can be applied in strategic foresight studies, innovation policy design, and institutional diagnostics under conditions of high uncertainty.
