Державна підтримка професійного розвитку кадрів у контексті партнерства з підприємствами

UKR: У статті здійснено комплексний аналіз інституційної системи державної підтримки професійного розвитку кадрів в Україні. Розглянуто напрями діяльності основних органів державного управління у сфері професійного навчання, перекваліфікації та підвищення кваліфікації кадрів. Визначено ключові законодавчі акти, що формують нормативно-правову основу державної політики, а також окреслено роль державних інституцій у забезпеченні адаптивності системи підготовки кадрів до потреб ринку праці. Представлено статистичні дані щодо кількості осіб, які пройшли професійне навчання та скористалися ваучерами на навчання, що дозволило оцінити ефективність діючих програм підтримки. За результатами дослідження сформульовано пропозиції щодо підвищення ефективності державної підтримки професійного розвитку кадрів.

ENG: The article presents a comprehensive analysis of the institutional system of state support for the professional development of employees in Ukraine. It examines the activities of key government bodies, including the Ministry of Economy of Ukraine, the Ministry of Education and Science of Ukraine, and the State Employment Service of Ukraine, in the areas of vocational training, retraining, and skills enhancement. The study analyzes current educational and professional programs, main forms of cooperation with enterprises, and the role of public-private partnerships in aligning workforce training with the actual needs of the labor market. Key legislative acts regulating state support for professional development are identified, notably the Laws of Ukraine On Employment of the Population, On Education and On Professional Development of Employees. Statistical data on the number of individuals who have completed vocational training and utilized training vouchers are presented, enabling an assessment of the effectiveness of implemented programs. The article systematizes the main state initiatives supporting skills upgrading and retraining, as carried out by the principal government bodies. The Ministry of Economy implements grant programs for small and medium-sized businesses, facilitates the creation of clusters and industrial parks with workforce training components, and actively involves businesses in professional training. The Ministry of Education and Science focuses on developing dual education, modernizing vocational and technical education, supporting professional development centers, and delivering adult retraining programs, cooperating with enterprises through training and practical centers and hands-on training. The State Employment Service offers vocational training for the unemployed, qualification improvement vouchers, internships, and employer-commissioned courses, ensuring workforce retraining and subsequent employment. Based on the findings, the study recommends strengthening inter-agency coordination in labor market needs forecasting, expanding access to training vouchers for youth and self-employed individuals, developing dual education, encouraging business participation in co-financing training,and implementing digital tools to monitor employment outcomes following training.
