Удосконалення управління залізничним транспортом як стратегічною галуззю економіки в контексті забезпечення національної безпеки України

UKR: Встановлено, що на сучасному етапі посилення збройної агресії українська економіка зазнає багатомільярдних втрат від інфраструктурних руйнувань, знищення та зупинки вітчизняного бізнесу, скорочення інвестицій, відтоку кадрів за кордон, зростання видатків на оборону та соціальні виплати. Доведено, що подолання глибокої кризи національного господарства і виведення країни зі стану повоєнного колапсу потребує зосередження уваги на відновленні критично значущих для національної безпеки країни галузей, провідне місце серед яких займає залізничний транспорт. Проведено ґрунтовне дослідження сучасного стану залізничного транспорту і виявлено загострення ключових проблем його функціонування в умовах активізації бойових дій. Виявлено, що наростання системних проблем у залізничній галузі є результатом багаторічного ігнорування керівництвом компанії базових принципів і функцій ефективного управління суб’єктами господарювання. Виявлено деформаційні зміни, характерні для системи управління діяльністю АТ «Укрзалізниця», що визначили доцільність її корінного перегляду. Деталізовано ключові напрями та завдання щодо удосконалення системи управління залізничним транспортом як стратегічною галуззю національної економіки.

ENG: It is established that at the present stage of increasing armed aggression, the Ukrainian economy is suffering multibillion-dollar losses from infrastructure destruction, destruction and shutdown of domestic businesses, reduction of investment, outflow of personnel abroad, growth of defense issues and social payments. It is proved that structural imbalances in the system of the national economy, degradation of strategically important industries for the country's economy, disruption of established production and transport and logistics ties, unbalancing the financial system and a number of other problems have accumulated over many years and have now reached the peak of negative impact. It is proved that overcoming the deep crisis of the national economy and bringing the country out of the state of post-war collapse requires focusing on restoring critical industries for the national security of the country, the leading place among which is occupied by railway transport. A thorough study of the current state of railway transport was conducted and the aggravation of key problems of its functioning in the conditions of intensification of hostilities was revealed. It is noted that despite the exceptional importance of railway transport in ensuring the national security of the country and creating favorable conditions for the sustainable growth of the Ukrainian economy, the technical and financial condition of the railway company is extremely difficult. It is revealed that the growing systemic problems in the railway industry are the result of many years of ignoring by the company's management of the basic principles and functions of effective management of business entities. Deformation changes characteristic of the Joint-Stock Company's activity management system are revealed, which determined the expediency of its radical revision. The key directions of improving the railway transport management system as a strategic branch of the national economy are revealed: improving organizational development management, financial and credit policy management, innovation and investment development management, customer communication processes management and service of the transport and logistics process.
