Модель концепції формування системи змін на підприємствах залізничного транспорту в умовах війни

UKR: У статті проаналізовано застосування понять «система» та «модель». Вказано, що система є цілісним комплексом взаємозв’язаних елементів, який повинен мати певну структуру та взаємодіяти із зовнішнім середовищем. Моделлю є описове, інформаційне, макетне уявлення предмета. Зроблено висновок щодо призначення моделювання –заміна об’єкта моделлю з метою отримання інформації про досліджуваний об’єкт, виконуючи експерименти з його моделлю. У статті визначені випадки ефективного використання моделей концепцій та основні складові моделі. Проведено аналіз застосування світових моделей функціонування залізничних перевезень. В рамках визначення теоретико-методологічних засад управління змінами підприємств залізничного транспорту в сфері пасажирських перевезень у надзвичайних умовах зазначені напрямки дослідження. Вказано зміст етапів дослідження, які розкривають зазначені напрямки. Наведені методи наукових досліджень, які застосовуються на різних етапах дослідження в рамках теоретико-методологічної бази моделювання. Зазначені методи наукових досліджень мають зв'язок та впливають на формування засад до моделювання процесів формування системи змін. Відповідно наприкінці кожного етапу дослідження отримуємо ту чи іншу модель, яка впливає на формування наступної. Результатом цього дослідження є побудова моделі концепції формування системи змін в сфері залізничних пасажирських перевезень в умовах війни. Ця загальна модель побудована в рамках визначення теоретико-методологічних засад управління змінами підприємств залізничного транспорту в сфері пасажирських перевезень у надзвичайних умовах. Вона показує окремі взаємопов’язані моделі, які повинні бути в системі управління змінами та у подальшому розкриті.

ENG: The article analyzes the application of the concepts "system" and "model". It is indicated that the system is a complete complex of interconnected elements, which must have a certain structure and interact with the external environment. A model is a descriptive, informational, model representation of a subject. A conclusion was made regarding the purpose of modeling - replacing the object with a model in order to obtain information about the object under study by performing experiments with its model. The article identifies cases of effective use of concept models and the main components of the model. An analysis of the application of world models of railway transport operation was carried out. Foreign experience shows that the best form of railway transport management is the division of railways by types of activity. Each model has its advantages and disadvantages, which can be explained by the need to attract investments, the difference in the economic development of countries, etc. Within the framework of determining the theoretical and methodological principles of change management of railway transport enterprises in the field of passenger transportation in emergency conditions, the directions of research are indicated. The content of the stages of the research, which reveal the specified directions, is indicated. The methods of scientific research, which are used at various stages of research within the framework of the theoretical and methodological basis of modeling, are presented. The specified methods of scientific research are related and influence the formation of foundations for modeling the processes of formation of the system of changes. Accordingly, at the end of each research stage, we get one or another model that affects the formation of the next one. The result of this study is the construction of a model of the concept of the formation of a system of changes in the field of railway passenger transportation in wartime conditions. This general model is built within the framework of determining the theoretical and methodological principles of change management of railway transport enterprises in the field of passenger transportation in emergency conditions. It shows the individual interrelated patterns that should be in the change management system and subsequently disclosed.
