Права жінок та гендерна рівність в Україні: проблеми теорії та практики

| dc.description.abstract | UKR: У статті окреслені конституційно-правові засади забезпечення рівних прав чоловіків та жінок. Проаналізовано основні гендерні стратегії України до встановлення гендерної демократії. Наведено приклади науково-практичних та виховних заходів з гендерної тематики, що регулярно проводяться на базі Дніпропетровського державного університету внутрішніх справ. Виокремлено основні причини гендерної нерівності в Україні, серед яких: стереотипи (стосовно того, що жінка – це домашня істота, берегиня родини, не повинна займати важливі посади); гендерні установки (патріархальні, тобто, жінка повинна підкорятися чоловікові, та феміністичні, тобто несприйняття існування в сім’ї та суспільстві суворо закріплених чоловічих і жіночих ролей). Наголошено, що основними завданнями з розширення гендерних прав та підняттям України з 53 місця за індексом гендерної нерівності на більш достойні позиції є: проведення фундаментальних та прикладних досліджень з актуальних проблем правового статусу внутрішньо переміщених осіб та забезпечення гендерної рівності; розробка проектів нормативно-правових актів та пропозицій щодо удосконалення чинного законодавства; проведення правових експертиз нормативно-правових актів, в тому числі гендерної; сприяння впровадженню результатів наукових досліджень в практичну діяльність органів державної влади та органів місцевого самоврядування з метою захисту прав і свобод людини і громадянина, прав внутрішньо переміщених осіб, прав осіб, які постраждали від проявів гендерної нерівності, гендерного насильства, в тому числі насильства в сім’ї, як у мирний час, так і в умовах конфлікту. Основними напрямами державної гендерної політики в Україні повинні стати: державно-правове регулювання гендерних відносин; сприяння розвиткові гендерної демократії та гендерної культури в суспільстві. | uk_UA |
| dc.description.abstract | ENG: The authors of the article outline the constitutional and legal principles of ensuring equal rights for men and women. The main gender strategies of Ukraine before the establishment of gender democracy are analyzed. Examples of scientific-practical and educational events on gender issues, which are regularly held on the basis of Dnipropetrovsk State University of Internal Affairs, are given. The authors singled out the following main causes of gender inequality in Ukraine: stereotypes (that a woman is a domestic being, a guardian of the family, should not hold important positions); gender attitudes (patriarchal, ie, women must obey men, and feminist, ie, rejection of the existence in the family and society of strictly fixed male and female roles). The main directions of the state gender policy in Ukraine are: state and legal regulation of gender relations; promoting the development of gender democracy and gender culture in society. It was emphasized that the main tasks of expanding gender rights and raising Ukraine from 53rd place on the index of gender inequality to more worthy positions are: conducting fundamental and applied research on topical issues of the legal status of internally displaced persons and ensuring gender equality; development of draft regulations and proposals to improve existing legislation; conducting legal examinations of regulations, including gender; promoting the implementation of research results in the practice of public authorities and local governments in order to protect human and civil rights and freedoms, the rights of internally displaced persons, the rights of victims of gender inequality, gender-based violence, including domestic violence both in peacetime and in times of conflict. In Ukraine, more and more organizations are paying attention to gender equality. Among the most well-known initiatives are the National Hotline for the Prevention of Domestic Violence, Trafficking in Human Beings and Gender Discrimination. This line was created in 1997 on the basis of the famous center "La Strada Ukraine", this line can be used even by children; Centers for Gender Equality in Higher Education Institutions. Similar centers exist in more than 20 universities, including the Dnipropetrovsk State University of Internal Affairs (DDUVS); Museum of the History of Women, Women's and Gender Movement. So far, such a museum has been operating only in Kharkiv since 2009, but in our opinion, similar museums should be opened in other cities in order to attract as many people as possible to gender issues; Gender interactive theater; Network of public control over gender equality in elections; Sofia Rehabilitation Center for Women.To summarize, we note that аmong the important measures to overcome gender inequality in Ukraine are: implementation of the State Program for Equal Rights of Men and Women, as well as mechanisms for implementation and control of this Program, ratification of the Council of Europe Convention 210 on Combating and Preventing Domestic Violence, examination of Ukrainian legislation from the standpoint of gender equality, strengthening gender education. | en |
