| dc.description.abstract | UKR: Основна мета статті – дослідити і обґрунтувати аспекти управління проєктами на рівні регіонів, що дозволить наблизити стратегію регіонального розвитку України до європейських пріоритетів сталого розвитку, інноваційності та посиленню ролі регіонів у реалізації державної політики розвитку. Для досягнення поставленої мети пропонується методика реалізації трансформаційної моделі інноваційного прориву, яка б спиралася здебільшого на власні ресурси. Обмеженість таких ресурсів, а також світовий досвід інтенсифікації розвитку приводять до необхідності концентрації наявних ресурсів і зусиль у регіонах (на регіональному рівні), які можуть стати своєрідним локомотивом соціально-економічного розвитку. Результатом досліджень є запропонована у статті технологія розробки та реалізації системи індикативного управління проєктами на регіональному рівні. Наукова новизна пов'язана з особливою технологією системи індикативного управління, пов'язаною з організацією зворотного зв’язку у системі управління. Для цього передбачено обов’язковий облік виконання рекомендацій регіональної влади з метою уточнення пріоритетів індикативного управління для кожного проєкту. Практична значимість запропонованої технології пов'язана з отриманням можливості формування інформаційної бази регіональних проєктів, здійсненню їх оцінювання і селекції найбільш пріоритетних. | uk_UA |
| dc.description.abstract | ENG: The main purpose of the article is to study and substantiate the aspects of project management at the regional level, which will bring Ukraine's regional development strategy closer to the European priorities of sustainable development, innovation, and strengthening the role of regions in the implementation of the state development policy. To achieve this goal, we propose a methodology for implementing a transformational model of an innovation breakthrough that would rely mainly on own resources. The limitation of such resources, as well as the world experience of development intensification, lead to the need to concentrate available resources and efforts in the regions (at the regional level), which can become a kind of engine of socio-economic development. The result of the research is the technology proposed in the article for the development and implementation of an indicative project management system at the regional level. The scientific novelty is associated with the special technology of the indicative management system related to the organization of feedback in the management system. This requires mandatory accounting of the implementation of the recommendations of regional authorities in order to clarify the priorities of indicative management for each project. The practical significance of the proposed technology is related to the possibility of forming an information base for regional projects, evaluating them, and selecting the highest priority ones. | en |
