| dc.description.abstract | UKR: У статті здійснено емпіричне дослідження ефективності організаційно-економічного забезпечення діяльності органів місцевого самоврядування в умовах економічних криз на основі аналізу даних за 2018—2024 роки. Проведено статистичний аналіз динаміки ВВП та BOOST-аналіз доходів місцевих бюджетів 25 регіонів України. Виявлено, що падіння реального ВВП на 28,8% у 2022 році призвело до скорочення доходів місцевих бюджетів на 22,5%, при цьому прифронтові регіони втратили до 44% доходів, тоді як м. Київ продемонстрував зростання на 49%. Діагностовано критичну залежність 82% місцевих бюджетів від державного фінансування та п'ятикратний розрив між найбільш і найменш забезпеченими регіонами. Обґрунтовано необхідність розширення фінансової автономії громад, запровадження ризик-орієнтованого бюджетного планування та цільової підтримки постраждалих територій для забезпечення стійкого регіонального розвитку в умовах невизначеності. | uk_UA |
| dc.description.abstract | ENG: The article presents an empirical study of the effectiveness of organizational and economic support for local self-government activities under economic crisis conditions, based on the analysis of data from 2018 to 2024. The research employs statistical analysis of GDP dynamics and BOOST analysis of local budget revenues across 25 regions of Ukraine to assess the financial resilience and adaptive capacity of territorial communities during periods of heightened uncertainty and military challenges. The study reveals that the 28.8% decline in real GDP in 2022, caused by the full-scale Russian invasion, resulted in a 22.5% reduction in total local budget revenues, decreasing from UAH 608.5 billion in 2021 to UAH 566.4 billion in 2022. Regional differentiation proved to be particularly pronounced: frontline regions experienced the deepest losses, with Kherson Oblast declining by 43% (from UAH 14.1 billion to UAH 8.1 billion), Luhansk Oblast by 44% (from UAH 11.3 billion to UAH 6.3 billion), and Donetsk Oblast by 36% (from UAH 32.9 billion to UAH 21.2 billion). In contrast, Kyiv city demonstrated a 49% revenue increase during 2022-2024 (from UAH 68.3 billion to UAH 101.7 billion), reflecting internal migration effects and business relocation. The assessment of the organizational and economic activities of local authorities identified a critical dependence on state financing: 82% of local budgets (1,582 out of 1,933) maintain direct financial relationships with the state budget, which limits the financial autonomy of communities and reduces their capacity for rapid response to crisis challenges. Systematic diagnostics revealed a fivefold gap between the revenues of the most and least resourced regions (Kyiv city with UAH 101.7 billion versus Luhansk Oblast with UAH 5.3 billion in 2024), confirming significant asymmetry in financial sustainability. The research establishes that the resilience of local budgets is determined by three key factors: the level of economic diversification, the availability of own fiscal resources, and geographical location relative to active combat zones. Regions with higher levels of urbanization and business concentration demonstrated significantly greater adaptability to crisis conditions compared to agrarian and industrial regions of eastern Ukraine. Based on the findings, the study formulates practical recommendations including expansion of local revenue bases, implementation of risk-oriented budget planning, targeted state support for affected regions, and digitalization of financial management. The results substantiate that organizational and economic support of local self-government constitutes a critical factor in preserving the financial viability of communities, and that regional policy must shift from traditional equalization approaches toward flexible anti-crisis support mechanisms that combine state regulatory instruments with principles of financial autonomy and territorial self-development. | en |
