Прийняття рішень по організації автомобільних перевезень в умовах невизначеності оцінок

UKR: Мета. Визначення підходів до управління ризиками в процесі автомобільного перевезення з урахуванням специфіки функціонування підприємств, а також у розробці новітніх пропозицій щодо управління ризиками у логістичній компанії. Автомобільний транспорт зазвичай застосовується для перевезень на короткі відстані, але в останні роки плечі постачання, особливо під час військових дій, збільшуються в рази. Його ключовими перевагами вважаються висока маневреність та можливість доставки вантажу безпосередньо «від дверей до дверей». Однак даний етап транспортування пов’язаний із низкою ризиків. Аналізуючи управління ризиками, варто наголосити на необхідності розробки комплексу заходів та програм, які сприяють ефективному прийняттю рішень для забезпечення транспортного процесу. З іншого боку, управління ризиками можна як діяльність, засновану на оцінці їх рівня. В обох випадках витрати, необхідні для досягнення необхідного рівня безпеки перевезень, впливають на ефективність керування транспортними операціями. Методи. Теорія ймовірності, методи математичної статистики, експертні оцінки, метод відносних переваг, моделі схемної надійності. Результати. Проведений аналіз ризиків, що виникають у процесі організації автомобільних перевезень, виділені специфічні ризики, що виникають під час виконання основних операцій транспортування автомобільним транспортом, проаналізовані аспекти управління ризиками автомобільних перевезень, а також методи прогнозування та оцінки ризиків; визначені основні етапи процесу прийняття управлінських рішень в умовах невизначеності. Наукова новизна. Наукова новизна дослідження полягає у формалізації процесу визначення пріоритетів факторів оцінки ризиків при перевезенні автомобільним транспортом на окремому маршруті за допомогою методу відносних переваг Практична значимість. В останні роки на тлі різноманіття торговельно-економічних, а в останній час, й політично військових відносин між країнами, спостерігається явне зростання обсягів вантажоперевезень в автомобільному форматі. Стосовно України, особливо під час війни, це видно по різноманітним військовим, волонтерськім, гуманітарним перевезенням. Організація та виконання таких перевезень знаходяться під впливом безлічі факторів внутрішнього та зовнішнього середовища. Збільшується кількість ризиків, пов’язаних із координацією транспортного процесу та взаємодією з ринковими суб’єктами. Виникають складності із забезпеченням безперебійності та надійності перевезень, дотриманням термінів доставки, мінімізацією втрат та витрат. Вирішення цих проблем потребує вдосконалення управління матеріальними потоками в автомобільних перевезеннях, що безпосередньо впливає на формування конкурентних переваг автотранспортного підприємства.

Determine approaches to risk management in the process of road transportation, taking into account the specifics of the functioning of enterprises, as well as in the development of new proposals for risk management in a logistics company. Road transport is usually used for short-distance transportation, but in recent years, the supply shoulders, especially during military operations, have increased many times. Its key advantages are considered to be high maneuverability and the ability to deliver cargo directly “from door to door”. However, this stage of transportation is associated with a number of risks. Analyzing risk management, it is worth emphasizing the need to develop a set of measures and programs that contribute to effective decision-making to ensure the transport process. On the other hand, risk management can be an activity based on assessing their level. In both cases, the costs required to achieve the required level of transportation safety affect the efficiency of managing transport operations. Methods. Probability theory, methods of mathematical statistics, expert assessments, the method of relative advantages, models of circuit reliability. Results. An analysis of the risks arising in the process of organizing road transportation was conducted, specific risks arising during the performance of the main operations of road transportation were identified, aspects of road transportation risk management were analyzed, as well as methods of forecasting and assessing risks; the main stages of the process of making management decisions under conditions of uncertainty were identified. Scientific novelty. The scientific novelty of the study lies in the formalization of the process of determining the priorities of risk assessment factors during road transportation on a separate route using the method of relative advantages Practical significance. In recent years, against the background of the diversity of trade and economic, and recently, political and military relations between countries, there has been a clear increase in the volume of cargo transportation in the automobile format. Regarding Ukraine, especially during the war, this is evident from various military, volunteer, humanitarian transportation. The organization and implementation of such transportation are under the influence of many factors of the internal and external environment. The number of risks associated with the coordination of the transport process and interaction with market entities is increasing. Difficulties arise in ensuring the continuity and reliability of transportation, compliance with delivery deadlines, and minimizing losses and costs. Solving these problems requires improving the management of material flows in road transportation, which directly affects the formation of competitive advantages of a motor transport enterprise.
