Міжнародні АІ-стандарти: перспективи для України

UKR: Стаття присвячена аналізу значення міжнародних стандартів штучного інтелекту (АІ) для України в контексті її цифрової трансформації та інтеграції в глобальну економіку. Розглядається процес прийняття стандартів ISO/IEC, зокрема ISO/IEC 22989:2022, ISO/IEC 42001:2023, ISO/IEC 23894:2023, ISO/IEC TR 24029-1:2021, ISO/IEC 24029-2:2023, ISO/IEC TR 24027:2021 та ISO/IEC 23053:2022, як національних через національний орган стандартизації ДП «УкрНДНЦ». Ці стандарти охоплюють АІ-термінологію, управління АІ-системами, оцінку ризиків, стійкість нейронних мереж і зменшення упередженості, сприяючи створенню безпечних, етичних і якісних АІ-технологій. В Україні, де ІТ-сектор є одним із лідерів у Східній Європі, впровадження стандартів може підвищити конкурентоспроможність, залучити інвестиції та полегшити співпрацю з ЄС і NATO, особливо в оборонній сфері, де АІ активно використовується, наприклад, в безпілотниках. В статті аналізуються переваги стандартизації, такі як підвищення якості АІ-систем, забезпечення етичного розвитку та довіри до технологій, а також спрощення міжнародної співпраці. Водночас наголошується на викликах, зокрема браку ресурсів, фахівців і необхідності гармонізації з національним законодавством. Наведено приклади українських компаній, таких як Lemberg Solutions, яка має сертифікат ISO/IEC 27001:2013 і відповідає основним міжнародним стандартам безпеки даних, а також досвід країн ЄС, де стандарти, як ISO/IEC 42001, інтегруються для відповідності Акту про АІ. У висновку пропонуються рекомендації для державних органів (інвестиції в навчання та інфраструктуру), бізнесу (адаптація стандартів для конкурентоспроможності) та наукової спільноти (дослідження етичних аспектів АІ). Україна має потенціал стати регіональним лідером у стандартизації АІ, що сприятиме економічному зростанню, технологічній незалежності та післявоєнній відбудові. В статті наводяться рекомендації для впровадження АІ-стандартів в Україні та підкреслюється їх стратегічна важливість для зміцнення позицій в глобальному АІ-ландшафті та Єдиному цифровому ринку ЄС.

ENG: The article analyzes the importance of international artificial intelligence (AI) standards for Ukraine in the context of its digital transformation and integration into the global economy. The process of adoption of ISO/IEC standards, in particular ISO/IEC 22989:2022, ISO/IEC 42001:2023, ISO/IEC 23894:2023, ISO/IEC TR 24029-1:2021, ISO/IEC 24029-2:2023, ISO/IEC TR 24027:2021 and ISO/IEC 23053:2022, as national standards through the national standardization body, UkrNDNC, is considered. These standards cover AI terminology, AI system management, risk assessment, neural network resilience, and bias reduction, contributing to the creation of safe, ethical, and high-quality AI technologies. In Ukraine, where the IT sector is one of the leaders in Eastern Europe, the implementation of standards can increase competitiveness, attract investment, and facilitate cooperation with the EU and NATO, especially in the defense sector, where AI is actively used, for example, in drones. The article analyzes the benefits of standardization, such as improving the quality of AI systems, ensuring ethical development and trust in technology, and facilitating international cooperation. At the same time, the article emphasizes the challenges, including the lack of resources, specialists, and the need for harmonization with national legislation. Examples of Ukrainian companies, such as Lemberg Solutions, which holds the ISO/IEC 27001:2013 certificate and complies with the main international data security standards, as well as the experience of EU countries, where standards such as ISO/IEC 42001 are integrated to comply with the AI Act, are provided. The paper concludes with recommendations for government agencies (investments in training and infrastructure), businesses (adapting standards to compete), and academia (researching ethical aspects of AI). Ukraine has the potential to become a regional leader in AI standardization, which will contribute to economic growth, technological independence, and post-war reconstruction. The article provides recommendations for the implementation of AI standards in Ukraine and emphasizes their strategic importance for strengthening positions in the global AI landscape and the EU's Digital Single Market.
