Стратегії модернізації фіскальної політики: проблеми, управління та перспективи в умовах деформаційного впливу тіньової економіки

UKR: Стаття присвячена дослідженню проблем формування теоретико-методологічного базису розробки стратегій модернізації фіскальної політики в умовах деформуючого впливу тіньового сектору. Досліджено основні фактори, що визначають формування сучасної фіскальної політики в Україні, здійснено їх ґрунтовний аналіз. Встановлено істотні характеристики стратегії модернізації фіскальної політики в умовах, що склались за каскаду криз останнього десятиліття. Визначено ключові проблеми, що є наслідком розвитку тіньової економіки, та розкрито перспективи подолання деформуючого впливу тіньової економіки на вітчизняну фіскальну політику, показано основні напрямки управління нею та пом’якшення негативних наслідків.

ENG: The article is devoted to the study of the problems of forming the theoretical and methodological basis for developing strategies for modernizing fiscal policy in the conditions of the deforming influence of the shadow sector. The main factors determining the formation of modern fiscal policy in Ukraine are studied. Their thorough analysis is carried out. The essential characteristics of the strategy for modernizing fiscal policy in the conditions of the cascade of crises of the last decade are established. The key problems that are a consequence of the development of the shadow economy are identified. The prospects for overcoming the deforming influence of the shadow economy on domestic fiscal policy are revealed. The main directions of its management and mitigation of negative consequences are shown.
