Діалектика легальної та тіньової економіки в національному контексті: організація, методи управління та галузеві виміри

UKR: Стаття присвячена дослідженню проблем взаємодії легальної та тіньової економіки в контексті національного господарства України. Розкрито основні напрямки забезпечення підвищення ефективності функціонування національної економіки в умовах діалектичного співіснування та розвитку легальної та тіньової складової. Досліджено основні передумови сукцесії двох секторів економіки України, виявлено складнощі взаємодії та перспективи мультиплікативного піднесення національної економіки. Встановлено змістовне наповнення апарату державного регулювання тіньової економіки, проведено аналіз основних методів управлінського впливу на неї, їх порівняльної результативності в контексті галузевих вимірів. Визначено особливу роль інструментарію податкової політики в контексті регулювання питомої частки тіньової економіки, забезпечення комфортного співіснування легального та тіньового сектору національної економіки в умовах України.

ENG: The article is devoted to the study of the problems of interaction between the legal and shadow economy in the context of the national economy of Ukraine. The main directions of ensuring the increase in the efficiency of the functioning of the national economy in the conditions of dialectical coexistence and development of the legal and shadow components are revealed. The main prerequisites for the succession of the two sectors of the economy of Ukraine are investigated. The difficulties of interaction and the prospects for the multiplicative rise of the national economy are revealed. The substantive content of the apparatus of state regulation of the shadow economy is established. The main methods of managerial influence on it, their comparative effectiveness in the context of industry dimensions are analyzed. The special role of the tax policy toolkit in the context of regulating the specific share of the shadow economy is determined. Its role in ensuring the comfortable coexistence of the legal and shadow sectors of the national economy in the conditions of Ukraine is shown.
