Стартап-менеджмент у парадигмі економічної резилієнтності та фінтех-губернативності публічного сектору

UKR В останні роки в Україні економічна резильєнтність має особливе значення, здатність нашої економіки витримувати негативні впливи спочатку пандемії, потім постійних руйнувань через війну та швидко адаптуватися до зовнішніх викликів. Стартапи у сфері цифрових технологій, логістики, оборонної промисловості, агротеху та енергоменеджменту фактично формують нову архітектуру національної економічної стійкості. Стартап-менеджмент стає інструментом успішного бізнесу. Авторами уточнено зміст поняття «стартап-менеджмент» у контексті економічної резилієнтності та сформульовано його фундаментальні принципи - інституційну адаптивність, цифрову інклюзію, управлінську гнучкість і фінансову прозорість. Запропоновано концепцію публічно-приватного партнерства у формі Публічно-приватного фонду підтримки стартапів України, що поєднує державні й приватні ресурси для фінансування інноваційних проєктів. Сформовано концептуальну модель фінтех-губернативності як складову системи публічного управління, що описує взаємодію держави, бізнесу й цифрових фінансових інститутів у підтримці малих і середніх підприємств. Запропоновано створення національної регуляторної пісочниці та Публічно-приватного фонду підтримки стартапів України як інструментів фінансування інновацій через механізми співінвестування та краудлендингу.

ENG: In recent years, economic resilience has been of particular importance in Ukraine – the ability of the economy to withstand the negative impacts of the pandemic, then the constant destruction caused by the war, and to quickly adapt to external challenges. Startups in digital technologies, logistics, defense, agrotech, and energy management are actually shaping a new architecture of national economic stability. Startup management is becoming a tool for successful business. The authors clarify the meaning of the concept of “startup management” in the context of economic resilience and formulate its fundamental principles: institutional adaptability, digital inclusion, managerial flexibility, and financial transparency. The concept of public-private partnership in the form of the Public-Private Fund for Startup Support of Ukraine, which will combine public and private resources to finance innovative projects, is proposed. A conceptual model of fintech governance as a component of the public administration system is formed, describing the interaction of the state, business, and digital financial institutions in supporting small and medium-sized enterprises. The creation of a national regulatory sandbox and the Public-Private Fund for Startup Support of Ukraine as instruments for financing innovations through co-investment and crowdlending mechanisms is proposed. The authors integrate the concepts of startup management, economic resilience, and fintech governance into a single theoretical and methodological framework for state entrepreneurial development. The interdependence between digital financial technologies and the institutional stability of the public administration system is substantiated. The proposed mechanism can be used in the formation of a national policy to support small and medium-sized enterprises, the development of programs for post-war reconstruction and digitalization of the public sector, as well as in the creation of a unified state register of innovative projects, which will ensure transparency and accountability of state support for business.
