Динаміка показників діяльності науково-дослідної установи в умовах воєнного стану в Україні: аналіз та перспективи розвитку

UKR: У статті досліджено особливості функціонування науково-дослідної установи державної форми власності в умовах воєнного стану в Україні. На основі аналізу кадрових і фінансово-економічних показників діяльності ДП «НДТІ» здійснено оцінку динаміки розвитку інституту у 2022–2024 рр. Розглянуто зміни чисельності та структури персоналу, вікових характеристик працівників, рівня їх залученості до виконання науководослідних робіт, а також проаналізовано результати наукової активності установи. Проведено оцінку основних показників фінансово-господарської діяльності за підсумками 2024 року, зокрема чистого доходу від реалізації науково-технічної продукції, структури витрат та фінансового результату. Досліджено структуру собівартості науково-технічної продукції за статтями витрат і визначено ключові фактори її формування. Встановлено основні тенденції функціонування інституту в умовах воєнних викликів, серед яких скорочення кадрового потенціалу, зменшення обсягів замовлень на виконання науково-дослідних робіт та зростання ролі кадрової складової у структурі витрат. Отримані результати можуть бути використані для обґрунтування управлінських рішень, спрямованих на стабілізацію фінансово-господарської діяльності та підвищення ефективності функціонування науково-дослідних установ.

ENG: The article examines the specific features of the functioning of a state-owned research institution under the conditions of martial law in Ukraine. The study focuses on the analysis of the organizational and economic performance of the State Enterprise “Ya. Ye. Osada Scientific Research Tube Institute” and aims to identify key trends in its development during the period of large-scale military and economic instability. The research is based on the analysis of the dynamics of personnel and financial-economic indicators of the institution over a three-year period (2022–2024), which allows a more comprehensive assessment of the transformation processes occurring in the activities of scientific institutions during wartime. The study examines changes in the number and structure of personnel, the age characteristics of employees, and the level of their involvement in research and development activities. Particular attention is paid to the analysis of the scientific productivity of the institution, including publication activity and patenting results, which makes it possible to assess the preservation of its research potential under crisis conditions. In addition, the article analyzes the main indicators of financial and economic activity for 2024, including net revenue from the sale of scientific and technical products, production costs, administrative expenses, and financial results. The results of the analysis indicate that despite the significant challenges caused by the war, including a reduction in the number of employees and a decrease in the volume of orders for research and development work, the institute maintains a relatively high level of scientific activity and continues to perform its key functions as a specialized research organization. The findings reveal the main trends in the functioning of the research institution under conditions of heightened economic uncertainty and external risks. In particular, the study highlights the growing importance of effective cost management, diversification of research orders, and strengthening of institutional resilience. The results obtained may serve as a basis for the development of managerial decisions aimed at stabilizing the financial and economic performance of research institutions and ensuring their sustainable functioning in conditions of prolonged crisis and wartime challenges.
