Специфіка забезпечення економічної безпеки в умовах воєнного стану

UKR У статті авторами досліджено вплив воєнного стану на економічну безпеку як держави, так і підприємств. Констатовано, що воєнний стан радикально змінює як характер економічних загроз і традиційні підходи, які діють у мирний час, вони зараз виявляються неефективними та є потреба у формуванні нових підходів з урахуванням змін та розробці інструментарію для ефективного забезпечення економічної безпеки підприємств. Сформовано та обгрунтовано складові елементи економічної безпеки. Авторами запропонована модель взаємозв'язку економічної безпеки держави та економічної безпеки підприємства, яка показує, що безпека кожної економічної одиниці є складовою, з якої будується економічна безпека всієї країни. Практична значимість полягає у використанні даної моделі, що дасть можливість урахувати всі ризики, пов'язані з впливом воєнного стану на економічну безпеку як держави, так і підприємств та розробити заходи для виходу з кризового стану.

ENG: In the article, the authors studied the impact of martial law on the economic security of both the state and enterprises. It was found that martial law radically changes the nature of economic threats and traditional approaches that operate in peacetime, they are now ineffective and there is a need to form new approaches taking into account the changes and develop tools to effectively ensure the economic security of enterprises. A thorough analysis of the definition of economic security was conducted and their own vision of its content was formed. The authors emphasize that the content of key elements of economic security (cyberattacks on the financial system, capital outflow) needs to be clarified, new specific threats of wartime need to be identified, and flexible and operational management mechanisms aimed at preserving the economic situation of the country and enterprises need to be developed. The constituent elements of economic security have been formed and substantiated. A direct relationship between the economic security of the state and the economic security of the enterprise has been revealed, where the latter is one of the key elements in ensuring the former. The authors proposed a model of the relationship between the economic security of the state and the economic security of the enterprise, which shows that the security of each economic unit is a component from which the economic security of the entire country is built. It is noted that the mechanism for ensuring the economic security of the enterprise is a set of information, technical and technological, personnel and intellectual, financial, organizational and managerial, force, environmental and political and legal security. The main threats to the elements of the economic security of the enterprise during the war are formed and it is noted that the state of war significantly affects the mechanism for ensuring the economic security of the enterprise as a whole and each of its elements separately. The practical significance lies in the use of this model, which will make it possible to take into account all the risks associated with the impact of martial law on the economic security of both the state and enterprises and to develop measures to overcome the crisis.
