Розвиток припортової залізничної інфраструктури за рахунок державно-приватного партнерства

UKR: Розглянуто проблеми невідповідності пропускної спроможності припортової залізничної інфраструктури переробній спроможності морських портів. Запропоновано методи залучення приватних інвестицій для розвитку припортових станцій за рахунок вдосконалення структури тарифу залізниць.

RUS: Рассмотрены проблемы несоответствия пропускной способности припортовой железнодорожной инфраструктуры перерабатывающей способности морских портов. Предложены методы привлечения частных инвестиций в развитие припортовых станций за счет совершенствования структуры тарифа железных дорог.

ENG: The problems of disproportion between railway infrastructure handling capacity and handling capacity of sea ports are considered. In article proposed to solve this problem through the development of private port stations. It is usual way for North American and European transport systems. The analysis of transportation technology showed that starting and ending transportation operation and making up of unit trains can be worked out on private sidings. The difference in the composition of railway services when starting and ending operations worked out on the mainline infrastructure and on the private sidings is showed. The proposals of changing railway tariff system are given. Another proposals are connected with creating track capacity on the private sidings, that allow to make up unit-trains and allow to car interchange between mainline railway and private sidings in train regime. These steps create a competition in the part of transportation market and allow to attract private investment for port stations development.
