Item type:Item, An Analysis of Digital Library Publishing Services in Ukrainian Universities(University of Education Services Alberta, Canada, 2019) Kolesnykova, Tetiana O.; Matveyeva, Olena V.ENG: Objective – The objective of this study was to assess the current state of digital library publishing (DLP) in university libraries in the Ukraine. The study was conducted in the hopes of gaining a better understanding of the DLP landscape, namely institutional operations, as well as their varying publishing initiatives, processes, and scope. Methods – The current study was conducted from January to June 2017 using a mixed methods approach, involving semi-structured interviews and an online questionnaire. Semi-structured interviews were conducted (n = 11) to gain insight into participants’ experiences with DLP. The interviews helped in the creation of the questions included in our online questionnaire. The questionnaire was distributed to 195 representatives (directors and leading specialists) of university libraries in the Ukraine. Replies were received from 111 of those institutions. The questionnaire consisted of 11 open- and closed-ended questions to allow the researchers to obtain a holistic picture of the process under investigation. Results – Analysis of the 111 questionnaires showed that for 26 libraries, DLP services were performed by employees of a separate structural unit of the library. For 34 libraries, employees of various departments were involved in performing certain types of services. The other 40 respondents’ libraries were planning to do this in the near future. Only 11 respondents replied that they did provide DLP services now nor planned to in the future. Among the libraries providing DLP services, the following results were observed: 54 of 60 work with digital repositories, 47 provide digital publishing platforms for journals, 26 provide digital publishing platforms for books, and 23 provide digital publishing platforms for conferences. Conclusions – The results obtained indicate a growing trend of expanding digital services in university libraries to support study, teaching, and research. Despite the still spontaneous, chaotic, and poorly explored nature of the development of the library publishing movement in the university libraries of the Ukraine, the readiness of librarians to implement publishing activities is notable. At the same time, the survey results point to specific aspects, such as organizational, economic, personnel, and motivational, that require further study.Item type:Item, Be(com)ing OE Librarians in Ukraine During Wartime: Taking Down Language Barriers and Practising Inclusion(Open/Technology in Education, Society, and Scholarship Association, Canada, 2023) Kolesnykova, Tetiana O.; Buist-Zhuk, Mira; Corti, PaolaENG: Ukrainian librarians are champions of positive change despite the ongoing war with Russia. The academic library of the Ukrainian State University of Science and Technologies has continued to support students and faculty, even while working remotely from home basements, sharing computers, and taking care of each others’ children, despite air-raid alarms and daily electricity and heating outages. However, this is just a part of their work. They take every opportunity to advance their open agenda by upskilling through peer-to-peer learning, participating in international networks, and adapting existing and creating new OER. They are building bridges between the present and the future: as soon as this war is over, Ukrainian librarians will facilitate enhanced teaching and learning opportunities with fresh, professional skills and external collaborations. All this while relentlessly facing language issues: rejecting Russia’s linguicide attempts and working with colleagues from other countries. The latter incentivises the international community to provide support. The former requires a different strategy: Ukrainian librarians are actively working to preserve their country’s language and heritage, ensuring that its history and culture are not forgotten, despite the war. This presentation offers an opportunity to hear their story and build new collaborative pathways while strengthening existing ones.Item type:Item, Challenges, Opportunities and Prospects of University Libraries in the Global Scenario of Uncertainty: UniLibNSD Editor's View(Dnipro National University of Railway Transport named after Academician V. Lazaryan, 2021) Kolesnykova, Tetiana O.ENG: The global scenario of uncertainty caused by the COVID-19 pandemic demonstrated how quickly university libraries can respond to changes in the educational and research ecosystems of their institutions. The new (6th) issue of the journal “University Library at a New Stage of Social Communications Development. Conference Proceedings” is exactly about this. The papers discuss new behaviours / work of library staff based on digital communication technologies, our projects, our goals, our hopes, as well as our doubts and concerns for the maximum contribution of libraries to the development of university communities in a constantly changing world. Full-length articles about the most interesting world library and information practices and ideas were selected, reviewed and recommended by members of the international editorial board of the similarly-named conference (UniLibNSD-2021), which was held in a hybrid format on October 7-8, 2021 in Dnipro, Ukraine. The title “University Library at a New Stage of Social Communications Development. Part 1: Conference Proceedings and Proceedings (Conference) Paper(Dnipro National University of Railway Transport named after Academician V. Lazaryan, 2020) Kolesnykova, Tetiana O.ENG: Objective. This study aims 1) to acquire new information on alternative conference formats, including in the field of Library and Information Science (LIS), which have arisen as a result of the COVID-19 pandemic and restrictions on physical communication; 2) to clarify the role of such a communication channel as Conference proceedings within the scientific ecosystem, as well as the concepts "proceedings paper" and "conference paper". Methods. Examining the new conference formats and special features of the Conference proceedings involved the content from the web-sites of international conferences in the field of LIS and related sciences, the analysis of subject-specific papers and data from the bibliographic and abstract databases such as Scopus and the Web of Science Core Collection (WoS). Results. It has been proven that over the year 2020 the online and hybrid events have become an alternative format of physical conferences. It has been confirmed that the Conference proceedings from the influential international conferences refer to the types of publications categorized as "high-quality papers". The peculiarity of LIS university researchers is that, in addition to studying problems focused only on the library activities, there is a need to conduct research into various subjects that are major for their institutions. Conference proceedings can be published as a book (a series of books), in a journal, or as a serial publication. Papers from them may be indexed by WoS (as "proceedings paper") and/or by Scopus (as "conference paper"); however, the impact factors of the publications themselves are not available in these databases. Conclusions. In the year 2020, the new pandemic reality, representing a circumstance of irresistible force, stimulated the flourishing of creative and technological solutions for online conferences. For international conferences, it is mandatory to publish the materials presented by their participants. Proceedings paper (conference paper) in journals are similar to standard journal articles in their structure but they have a less rigorous review process, they are published faster at a lower scientific impact (citation level).Item type:Item, Conference Time in the Library and Information Sciences. Part 2: Analysis of Publication Activity and Citation(Dnipro National University of Railway Transport named after Academician V. Lazaryan, 2020) Kolesnykova, Tetiana O.ENG: Objective. The second part “Conference time in the library and information sciences” of the study is aimed at conducting a bibliometric analysis of the publication activity and citation of the authors presenting their papers at international conferences indexed in Scopus and/or Web of Science (CC). Methods. Bibliometric analysis of publications that are Conference proceeding (“proceedings paper” and/or “conference paper”) was carried out using the Scopus and Web of Science (CC) citation databases. Using a comparative analysis, the obtained data, covering the “conference paper”/“proceedings paper” publication type for all years of their reflection in each of the databases, as well as in chronological frames from 2016 to 01.06.2020 were studied. Results. Analysis of the publication activity of LIS university (academic) researchers shows that Scopus (n=4561) contains more documents than WoS database (n=4145). The growth of Open Access (OA) documents in both databases is significant since 2000. But the period 2016-01.06.2020 demonstrates a slight dominance of the number of OA publications in Scopus (n=192) compared to WoS (n=185). Distribution data by authors, universities, countries, knowledge areas were also obtained. Citation analysis shows poor results on both bases, which may be due to the focus of conferences on rapidly changing topics. Conclusions. Showing the relatively low LIS coverage in university research, as well as low citation rates, this paper demonstrates that LIS researchers/practitioners need to create more quality publications to be recognized as an important area. The author hopes that this work will generate great research interest in the field of LIS and understanding the great value of Conference proceeding as a publication containing original/primary research results.Item type:Item, Descartes on Open Knowledge and Human Perfection(Ukrainian State University of Science and Technologies, Dnipro, 2022) Kolesnykova, Tetiana O.; Malivskyi, Anatolii M.ENG: Purpose. The purpose is to justify the validity of interpreting Descartes’ teachings as an enquiry into the search for forms and means of improving human nature, which implies a focus on the way he understands the openness of knowledge and education. The problem is considered from the perspective of representatives of university commu-nities (teachers and librarians), historically included in the communication structure and system of the institution, including through the creation, management, use, preservation and dissemination of knowledge. Theoretical basis. One of the tenets of Descartes’ teachings is his desire to improve the human being. For our consideration, it is fun-damentally important that Descartes uses "knowledge" not only in a narrow sense – as natural scientific knowledge, but also in a broader sense. In the context of the theme of the study, the most important case is when the thinker re-calls the knowledge that every person experiences without referring to philosophy. It is this knowledge that, for Descartes, is key in resolving the central problem of his ethics – how can human nature be perfected? For our con-sideration of Descartes’ key points, it is fair to focus on the manifestation of the phenomenon of altruism in Des-cartes’ philosophy and on the representative fact of his inner openness – his willingness to engage in dialogue. He appreciates and encourages his interlocutors to turn to books, which are a form of representation of the vivid person-alities of their authors. Originality. For the first time in the research literature, the thesis of René Descartes as one of the forerunners of the open knowledge system is substantiated. The arguments are given for the validity of Des-cartes’ interpretation of the demand of his own epoch for the search of effective forms of human improvement. Conclusions. The idea of justification of Descartes’ philosophical legacy as a predictor of open knowledge became possible under the condition of paying attention to the anthropological turn he made and finding substantive ana-logues of openness, including open education. Drawing on Christianity as the basis for altruism, Descartes demon-strates a caring attitude towards the achievements of previous generations on the path of personal self-development. His attention is rightly drawn to education and books as representations of vibrant personalities. Their authentic and productive assimilation is possible only under the condition of a caring attitude towards the public good, which in-volves the intellectual volunteering of teachers and librarians. It is about self-realization through altruistic self-improvement, i.e. intellectual charity, which is especially evident today during martial law in Ukraine and is volun-tary, conscious and free work for the benefit of others.Item type:Item, Developing a Sense of Community in the Activities of the University Library of Ukraine in Wartime (on the Example of the Scientific Library of USUST)(Ukrainian State University of Science and Technologies, Dnipro, 2024) Kolesnykova, Tetiana O.; Demidko, Maryna M.ENG: Objective. The authors believe that during the crisis of the highest level, associated with the threat to human life and health, the socio-cultural aspects of the activities of libraries of higher education institutions are important for different countries and require more detailed study. The purpose of the paper is to highlight the practices of developing a sense of community in the socio-cultural activities of a university library in Ukraine in wartime (on the example of the Scientific library of the Ukrainian State University of Science and Technologies). Methods. The article is based on self-reflection, direct experiences and crisis experience of the authors in organising and conducting library leisure activities for students at the Ukrainian State University of Science and Technologies (USUST) (Dnipro, Ukraine). The work uses a combination of research approaches and methods: to determine the state of development of the scientific problem, the author used a source search and analysis of relevant publications on the topic of the study; a comparative approach – to compare the similarities and differences in the main functions of university libraries in Ukraine and abroad; the method of observation – to determine the features of various library activities aimed at developing a sense of community among students. Results. The crisis experience of wartime librarians demonstrates the ability to quickly replace (despite narrow specialisation in peacetime) and unite colleagues, the ability to integrate cultural and social activities into a single process, simultaneous involvement in various types and forms of professional activities aimed at communities of students, teachers, researchers, and the public. The article presents a fairly wide landscape of leisure practices in the socio-cultural work of the university library of USUST in the frontline city of Dnipro, which allows students, teachers and their children to escape from the already everyday and familiar danger. Librarians help students to restore a sense of unity, cohesion, community, a sense of “I am not alone” and “together we are many”, even when they are often physically separated. Conclusions. Community has become a phenomenon that represents Ukrainian spirituality, humanity, dignity and resilience. The activities of university libraries aimed at developing community are especially important for those countries that are experiencing social and political transformations as a result of military conflicts.Item type:Item, Development of Scientific School of Transportmechanics Artistic Legacy of Ye. P. Blokhin(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2014) Myamlin, Serhiy V.; Kolesnykova, Tetiana O.ENG: Purpose. Development of domestic and global transport science occurred due to the contributions of many scientists and practicing engineers. The purpose of our study is the analysis of scientific documentary legacy of YE. P. Blokhin, Doctor of Technical Sciences, Professor of Dnipropetrovsk National University of Railway Transport named after Academician V. Lazaryan and identifying his place and role in the development of modern railway transport. Methodology. Application of problem-chronological, comparative, descriptive historical methods of research, systematization and analysis of scientific papers allowed the authors to submit the actual history of the railway transport development (1950-2013) through the prism of YE. P. Blokhin scientific activity. We identified 6 main periods of his scientific activity. Findings. It was found out that the overall intellectual plant of the scientist includes 555 scientific papers (written personally and co-authored) in domestic and foreign publications on key issues of mechanics and operation of railway rolling stock. Artistic legacy of YE. P. Blokhin includes monographs, articles, reports, patents, author certificate, etc. It was found that the epistolary legacy of scientist, archive materials, his personal diaries, reference list of works of his students and followers are almost unexplored. Originality. Authors of the work for the first time in the history of science and technology of Ukraine conducted a complex study of the scientific legacy of YE. P. Blokhin in the context of railway transport. It is proved that the ideas, research, scientific works, implemented projects, numerous students and followers of YE. P. Blokhin are important factors, confirming a significant contribution of the scientist to the global engineering and transport science. Practical value. The work can be used to create historiographical papers and textbooks, to study the issues of formation and development of the scientific school for transport mechanics and university science of Ukraine in the railway branch, in the course of lectures on the subjects «History of railway transport development» and «Introduction to the profession».Item type:Item, Digital technologies as modern infrastructure for information support of education and scientific communication: the experience of USUST(Український державний університет науки і технологій, Дніпро, 2025) Radkevych, Anatolii V.; Kolesnykova, Tetiana O.; Soroka, Maksym L.; Rybalka, Roman V.ENG: This paper examines the experience of the Ukrainian State University of Science and Technologies in employing digital technologies as a contemporary infrastructure for supporting educational and scholarly communication. It presents a concise overview of the Erasmus+ project “Open science supporting vulnerable communities: empowering university libraries in crisis response” (CAELUM), in which the authors are participants and which materials underpin this study. Within the framework of the CAELUM project, the authors investigated the experiences and expectations of users interacting with the scientific libraries of Ukrainian universities during crises. Anonymised data were collected from 72 respondents aged 18 and above, representing diverse roles within the academic community, through online interviews and questionnaires. Responses to five closed-ended questions were analysed using cluster analysis, resulting in the identification of four distinct respondent clusters. Subsequently, a semantic analysis was conducted on responses to four open-ended questions. The findings enabled the identification of four target user groups of university library services in the context of crisis response. In any given country, the national language and education not only help to impart knowledge but also broaden the horizons of students, teaching them to be more tolerant of different cultures. Today, the Ukrainian language as an important component of national identity and state building is one of the main goals of Russia in its war against Ukraine. That is why one of the main challenges for higher education in Ukraine during wartime is to create modern and high-quality educational materials in the national language as quickly as possible, in order to facilitate remote teaching, learning and research processes at universities. The mechanism for responding to this challenge is to turn to the experience of creating, adapting and using Open Educational Resources (OER) in Europe and the rest of the world. The aim of the study is to consider the practices of creating, adapting and using OER in European universities and libraries in the context of their benefits, including the possibilities of overcoming language barriers in times of crisis. Methods. This article is based on the analysis of the literature on OER practices in facilitating the overcoming of language barriers, on the activities of ENOEL, on the practices of librarians and educationalists of several European universities, as well as on self-reflection and direct experience of the circumstances of the war by Ukrainian librarians, who continue information support of the educational process. Results. The theoretical aspects and implemented practical solutions demonstrate that OER can be an effective solution in times of crisis (whether a pandemic or a war) to the issue of quality information support of distance education with materials in the national language in any country in Europe and the world. In the context of higher education in Ukraine, OER is a means and one of the methods of overcoming linguocide by the Russian Federation – the purposeful destruction of the Ukrainian language as the main feature of the ethnic group. The experience of working with OER of the USUST Scientific Library (Dnipro, Ukraine) is the story of a library that was looking for opportunities to answer its local challenges and resolve problems during the COVID-19 pandemic, and found solutions that became necessary during the war with Russia. Conclusions. The authors hope that Ukrainian-language OER will soon become a mandatory element in the cultural environment of Ukrainian universities. And it is OER that can help overcome Ukrainian linguocide in educational resources. The experience of librarians of the European Network of Open Education Librarians (ENOEL) proves that one of the most important roles in this is played by university librarians.Item type:Item, First Steps Before the Jump: Ukrainian University Librarians Survey about OER(Dnipro National University of Railway Transport named after Academician V. Lazaryan, 2021) Kolesnykova, Tetiana O.; Matveyeva, Olena V.ENG: Objective. The authors study: 1) the level of awareness of librarians of Ukrainian universities about Open Educational Resources (OER); 2) the ability of librarians to provide support services for the development, creation and use of OER in teaching, learning, research. Methods. The study was conducted by methods of analysis of professional literature, online survey (questionnaires) and analysis of the results. The questionnaires “Library of Higher Education Institution in Support of Distance Learning: Open Educational Resources” was distributed from 20.04. until 20.05.2021 among 137 directors of libraries of higher education institutions of Ukraine. Responses came from 77 libraries. The questionnaire consisted of 9 open-ended and closed-ended questions to allow researchers to get a holistic picture of the research process. Results. The analysis of 77 questionnaires showed that the vast majority of free HEI libraries in Ukraine have extensive experience in working with electronic educational resources. Ranking by resource type prove that 95.89% of library collections are the own generation resources (HEI authors): databases, incl. repositories. The concept of "Open Educational Resources" (OERs) is familiar and understandable to 84.42% of respondents. At the same time, 75.32% are already involved in supporting the OER. Librarians may catalog them (21.92%) or not catalog (32.88%). Among the OER types supported by librarians, educational materials (77.05%) and textbooks (55.74%) predominate. The closest partnership of librarians in OER support (except for teachers) is with the specialists of IT services (66.13%). Conclusions. Despite the still spontaneous, chaotic and little-studied nature of the library movement towards OER, librarians are well aware of this issue. At the same time, 96.1% of respondents want to improve their competencies in the direction of supporting open educational resources. This is very important, because it is the understanding and acceptance of OER that is crucial for a long-term vision of this movement. That is why specific aspects, such as organizational, economic, personnel and motivational, need urgent further study.Item type:Item, Higher Education Institution Libraries: Development at the Crossroads of Predicted Transformation and Turbulent Reality(Ukrainian State University of Science and Technologies, Dnipro, 2025) Kolesnykova, Tetiana O.ENG: The authors of the articles in this issue of the journal, answering the question: ‘Can the future of HEI libraries be predicted, or will it remain turbulent and uncertain?’, undoubtedly add intrigue and interest for colleagues from different continents with their reflections, facts and predictions. A thematic analysis of the articles allows us to identify seven clusters with different content focuses: (1) Open science, open education and research data; (2) Digital transformation of libraries and infrastructures; (3) Libraries in times of war and crisis; (4) The educational and pedagogical role of higher education libraries; (5) Communications, social media and user behaviour; (6) Cultural heritage, collections and periodicals; (7) Management, policies and inter-institutional cooperation. An analysis of the publications presented in issue No. 10 of the journal ‘University Library at a new stage of social communications development’ (UniLibNSD 2025) suggests that the transformation of higher education libraries in different countries during this turbulent time of change is twofold. On the one hand, it is predictable: in terms of open science, digitisation, repository development, research data management, information and digital literacy. These areas are shaped by international policies, technological trends and the expectations of the academic community. On the other hand, the transformation is taking place in conditions of turbulent uncertainty caused by war, crises, resource inequality, the rapid development of artificial intelligence, and changes in users' information behaviour. Thus, the modern library of a higher education institution in any country is developing at the intersection of predictable transformation and turbulent reality, where its stability is determined by its ability to simultaneously: first, systematically implement changes and integrate them into the institutional model; second, respond quickly to unpredictable challenges.Item type:Item, Hohol’s Anthropological Project in the Russian Empire(Ukrainian State University of Science and Technologies, Dnipro, Ukraine, 2024) Malivskyi, Anatolii M.; Kolesnykova, Tetiana O.; Snitko, D. Y.ENG: Purpose. To reconstruct Hohol’s point of view on his anthropological project, that is, to identify his answers to the question of what a person is in the dimensions of the essential and the proper. In other words, it is about clarifying Hohol’s position on the principles of Ukrainian existence in the russian empire. Theoretical basis. Our view of Hohol’s legacy is based on the conceptual positions of phenomenology, existentialism and hermeneutics. Originality. For the first time, an attempt is made to study Hohol’s legacy as a development of an anthropological project. In the process of its implementation, the authors reconstructed the main dimensions of this project, using the biography of the thinker, his correspondence, and texts. Close attention to the peculiarities of Hohol’s anthropology allows us to approach the understanding of the theoretical paradoxes of the writer’s worldview and the factors of his early death as a personal life tragedy of a patriot of Ukraine. The point is that Hohol, in the process of searching for forms of realising his high calling, set himself the task of substantiating a utopian goal. For him, the ways of building russia as a great power involve the emasculation of the basic values of European culture and the humiliation of human dignity. Conclusions. In the course of the study of Mykola Hohol’s works, the authors have identified: a) the importance of worldview and philosophical issues; b) the problems of man in his heritage. It is argued that Mykola Hohol, solving the problem of outlining the general features of human nature, at an early stage of his work demonstrated optimism and expressive life-affirming features rooted in Ukrainian centrism. Significant changes in our thinker’s worldview led to his attempts to substantiate an alternative version of the European anthropological project, which involves justifying the insignificance of the average russian citizen and the empire itself at the cost of denying the achievements of European philosophy and science. The painful experience of this theoretical dissonance was a prerequisite for Mykola Vasylyovych’s early tragic death. Today, it is a kind of warning about the impossibility of combining Ukrainian and russian culture, that is, the danger of a nihilistic attitude towards the achievements of European culture, of which Ukraine is an integral part. Четвертый и пятый тома представляют дополнение к предыдущим трем томам справочника и являются сборниками советских стандартов по общим и некоторым частным вопросам машиностроения. Выпуском четвертого и пятого дополнительных томов редакция отвечает на те многочисленные запросы, которые она имеет от широких кругов советских техников, настаивающих на иллюстрации справочника советскими материалами по стандартизации. При издании предыдущих томов редакция частично выполнила эту задачу, дав наряду с немецкими стандартами ряд советских. Решено было собрать и сгруппировать по разделам наиболее интересный с практической стороны материал по стандартизации общесоюзного и ведомственного значения, и сформировать из него специальные IV и V тома справочника. Выпуском четвертого и пятого дополнительного томов редакция отвечает на те многочисленные запросы, которые она имеет от широких кругов советских техников, настаивающих на иллюстрации справочника советскими материалами по стандартизации. Приведенные в сборнике материалы отражают состояние каждой группы стандартов примерно на 1-е января 1939 г. – более поздних изменений решено было не вводить, чтобы не создавать дальнейших задержек и без того задержавшегося выпуска. По ряду стандартов даны примечания, касающиеся их пересмотра или дополнительно появившихся изданий, являющихся их развитием. Integration of knowledge and communications, the movement for open access to knowledge lead to the emergence of factors that update the philosophy of functioning and development of university libraries. There is a need to comprehend the ongoing innovations in the activities of university libraries in the world. Purpose. The study assumes understanding of the substantial changes in the library services for scientists related to Open Access and the new role of university libraries – a partner in the production, preservation and spread of knowledge. Methodology. On the basis of empirical and theoretical methods, the features of modern university libraries are considered. They include shift of the priority vector towards the services for an authorscientist and support of the philosophy of open access to knowledge. The study identifies and analyzes the anthropological aspects of communicative and informational awareness of reality by university researchers and librarians. The realities of modern services for scientists of Ukraine are examined based on the experience of the Scientific and Technical Library of Dnipropetrovsk National University of Railway Transport named after Academician V. Lazaryan. The observations and surveys of scientists, librarians, publishers of scientific periodicals allow analyzing the anthropological aspects concerning new digital library services. The aspects affect: 1) relationship between communicants; 2) explanations of why it is the authors-researchers who have been at the center of the attention of libraries, why they are provided with exactly these services and exactly in this way; 3) levels of impact of new services on both scientists and librarians. Originality. It is established that in the process of communicative and informational awareness of reality, there are changes in the dimension of scientists and university librarians, namely, the ways of their behaviour and the communicative features associated with the development of Open Access and the new role of university libraries as partners in the production, preservation and spread of knowledge. Conclusions. The leading role of university libraries in the implementation of digital initiatives of scientific communication, based on free access to knowledge, leads to changes: 1) in the dimension of scientists and librarians, namely, the ways of their behavior and communicative features; 2) in the emotional, psychological, physical states of librarians as intermediaries between two conflicting requirements – ensuring stability in the activities of the library and the need for changes in the services it provides.Item type:Item, Information-Measuring Test System of Diesel Locomotive Hydraulic Transmissions(Дніпропетровський національний університет залізничного транспорту імені академіка В. Лазаряна, Дніпропетровськ, 2015) Zhukovytskyy, Igor V.; Kliushnyk, Ihor A.; Ochkasov, Oleksandr B.; Korenyuk, Roman O.ENG: The article describes the process of developing the information-measuring test system of diesel locomotives hydraulic transmission, which gives the possibility to obtain baseline data to conduct further studies for the determination of the technical condition of diesel locomotives hydraulic transmission. The improvement of factorytechnology of post-repair tests of hydraulic transmissions by automating the existing hydraulic transmission test stands according to the specifications of the diesel locomotive repair enterprises was analyzed. It is achieved based on a detailed review of existing foreign information-measuring test systems for hydraulic transmission of diesel locomotives, BelAZ earthmover, aircraft tug, slag car, truck, BelAZ wheel dozer, some brands of tractors, etc. The problem for creation the information-measuring test systems for diesel locomotive hydraulic transmission is being solved, starting in the first place from the possibility of automation of the existing test stand of diesel locomotives hydraulic transmission at Dnipropetrovsk Diesel Locomotive Repair Plant «Promteplovoz». Methodology. In the work the researchers proposed the method to create a microprocessor automated system of diesel locomotives hydraulic transmission stand testing in the locomotive plant conditions. It acts by justifying the selection of the necessary sensors, as well as the application of the necessary hardware and software for information-measuring systems. Findings. Based on the conducted analysis there was grounded the necessity of improvement the plant hydraulic transmission stand testing by creating a microprocessor testing system, supported by the experience of developing such systems abroad. Further research should be aimed to improve the accuracy and frequency of data collection by adopting the more modern and reliable sensors in tandem with the use of filtering software for electromagnetic and other interference. Originality. The authors developed the information-measuring system that improves the hydraulic transmission test process by automating and increasing the accuracy of measurements of control parameters. The measurement results are initial data for carrying out further studies to determine the technical condition of the hydraulic transmission UGP750-1200 during the plant post-repair tests. Practical value. The paper proposed the alternate design of microprocessor hydraulic transmission test system for diesel locomotives, which has no analogues in Ukraine. Particular attention is paid to the role of Open Access Educational Resources (OAER) and Open Educational Resources (OER) as instruments for ensuring the continuity of education, academic resilience, and the innovative development of higher education institutions (HEIs). The challenges of information support for Ukrainian higher education, traditional and emerging channels of library collection development, and the differences between open access resources and OER are analyzed. The presentation demonstrates that Ukrainian university libraries are gradually shifting from a resource accumulation model to a model focused on providing open access, integrating into global knowledge networks, and supporting open education. It highlights the current state of OER development in Ukraine and the role of librarians in promoting open education, advising on Creative Commons licences, engaging in digital publishing, and creating the conditions necessary for the development of Ukrainian open textbooks. Drawing on the experience of the Erasmus+ CAELUM project, it demonstrates how libraries are evolving into mediators between academia and society by engaging citizens, students, researchers, and stakeholders in the co-creation of knowledge, data collection, information verification, and crisis response. Special attention is given to the USUST case study on countering disinformation under wartime emergency conditions, where Citizen Science, open data practices, and media literacy are employed to foster resilient and well-informed communities. The presentation also includes findings from a focus group and survey on the role of libraries during crises in Ukraine, confirming the growing importance of libraries as trusted spaces for knowledge co-production, civic participation, and community engagement. We determined that this research was focused on several major thematic areas: 1) automation and telematics systems; 2) navigation systems; 3) logistics; 4) energy; 5) locomotives; 6) freight cars; 7) materials; 8) rails; 9) impact on the environment and people. The article used mapping, ensuring a visual perspective for researchers and helping to understand general situations in specific subject areas of the research. Research of the experience of mass implementation of the remote format of work in Ukrainian university libraries during the period of isolation caused by the COVID-19 pandemic, analysis of work in various communication systems and programs. Evaluation of the possibility of the most optimal choice of software for remote working. Methods. We used the analysis and interpretation of the data of the work of six applications used in organizing remote work in the university library: Hangouts, Zoom, Meet, Microsoft Teams, Skype, and Viber. The combination of analytical and practical research methods made it possible to optimize the choice of software for the remote format of work of university libraries during the isolation period. Results. The study of the use efficiency of Hangouts, Zoom, Meet, Microsoft Teams, Skype, Viber, as well as a survey conducted during the pandemic of the opinions of employees of the scientific and technical library of the Dnipro National University of Railway Transport (DNURT) on the experience of remote work, made it possible to identify the main difficulties in organizing remote work of the library. The practice of applying and mastering application programs of digital communication revealed the potential of remote work of the university library and played the role of a catalyst in the development of a remote work format. Conclusions. To conduct a high-quality online webinar for free, you need to decide on a service that is time-tested and has a good reputation among users. It will be reliable, provide all the necessary functionality for the implementation of high-quality online content. It is they are able to provide an operational studying the leading publications and their scientific substantiation in the form of reference to the works of authors that were used in the research. The achievement of high citation index is an important component of scientific activity for the modern scientist. The purpose of the article is to determine the tools to increase the citation index of scientists. Methodology. The methods of generalization, analysis and synthesis, as well as a systematic approach were used in the research. Findings. The university library has an important mission - to distribute the results of research activity of the university scientists. As part of this functional activity area of the scientific and technical library of DNURT a repository of scientific papers, a system of open access for scientific journals and online versions of proceedings were organized. These resources provide the opportunity for a wide range of scientists to study the results of research carried out by their colleagues in DNURT and to cite them in their own articles. During the scientometric research the library staff use the following information platforms: Google Scholar, SciVerse Scopus, DOAJ, Russian Science Citation Index, SCImago Journal & Country Rank. Originality. The work originality is the determination of the ways to influence the formation of the high citation index for scientist. Practical value. The study aims to analyse the experience of university libraries in different countries in working with the Open Textbook (OT) and to consider the prospects of creating a similar pilot project in Ukraine. Methods. The analysis covered the world publications (journals, books, conference proceedings, posts on social networks) in the field of Library and Information Science, devoted to the role of libraries in OT support, that have appeared since 2014. The author studied the aspects revealing that publication, namely OT, support services are areas with great potential for the future development of academic / university libraries. Results. Numerous evidence is presented that the topic of library as a publisher in OT support is most developed in the universities and colleges in economically developed countries, especially in the USA, Canada, Australia, and Great Britain. Library strategies for OT projects have been identified. The author clarified the nature of the initiatives and partnerships of libraries in supporting OT, as well as the basic services and roles of libraries in these projects. Conclusions. Today, the global practice of Scholarly Communication has enough evidence that the functions of the Library, lost in the course of evolution, as a Knowledge Publisher have returned under its “roof” and supplemented the existing function of Knowledge Managers. Digital Library Publishing (DLP) services in OT support help to change the learning environment and life of students (including persons with disabilities), pedagogical practices of teachers by means of free textbooks with an open license, as well as to receive reputation benefits for the university, improving the image of the latter. The possibility of eliminating systemic inequalities in access to academic resources increases the significance and changes the role of libraries in open education. The successes of Ukrainian librarians in supporting digital scholarly communication initiatives and the successful implementation of Open Access support projects (repositories, e-journals, e-conferences) give confidence that they can act as initiators and key partners in creating affordable textbooks.
