Continuous Education as a Means of Forming Professional Culture of Future Specialists

EN: Abstract. The article highlights professional culture as a vector of forming successful professional self-development on the basis of continuous education. The etymology of concepts "continuous education" as well as ''professional culture" is analyzed the definition of the concept "professional culture" is formulated, the peculiarities of professional culture•together with its elements are slated. The source of the concept of conlinuons education is noted to be the religions and philosophical ideas as well as the doctrine of" the constant spiritual perfection of man. The notion of continuous education is described. Tire principles of designing a system of continuous education: integrity, multiculturalism, continuity, interactivity, humanistic orientation and democracy are defined. The principles that form the basis for theoretical and practical development of' the concept of continuous education are indicated. The content and conditions for the formation of the professional culture of future specialists throughout life, the levels of the modern specialist professional culture shaping are determined and described. The role of future specialists as a subject of professional culture is singled out. It is proved that spcialists in the process of professional activity implement and create socio-cultural values. This paper analyzes the essence of continuous education together with its values. Tlie conceptual notions and contradictions in the role of education content change are defined, the essence of continuous education as a means of forming professional culture of a specialist professional training and his/her professional formation is analyzed.
Cryptocurrency, Artificial Intelligence and Basic Income as Innovative Technological System

EN: The common signs of development and its financing of cryptocurrency, artificial intelligence and basic income were determined. The main tendencies and problems of the development of cryptocurrency and artificial intelligence from their appearance to the present time were considered. The combination of cryptocurrency, artificial intelligence and basic income in a unified system of innovative tools for the creation of a new global financial and technological system was substantiated. These three technologies have the features of combining into one innovative system of interaction at different levels from hardware and software to the level of ultimate practical implementation and application in the future. The perception and consideration of these technologies as a single system makes it possible to significantly simplify the approach to their study, design and implementation.
Development of an Algorithm for Investigation of Technical State of Wagons’ Running Gears During Their Derailment

EN: Abstract. A freight wagon is a collection of a large number of parts and assemblies that form a single structure. During wagon operation, there are gradual changes in the characteristics and parameters of its structural elements. That is, the parameters of its constituent elements change – their numerical values increase or decrease that result in a change of the unit’s technical state, and, in turn, affects the totality of its performance. Gradually accumulating, the changes in the parameters of the structural elements of a wagon reach such a level that radical, sometimes abrupt qualitative change occurs. A malfunction that has not been repaired timely may lead to a failure of a wagon structural element, which, in turn, may result in rolling stock derailment. It has been established that the loss of stability of freight wagons during their movement is most often due to their unsatisfactory dynamic properties, which can be explained by design features and technical state of running gears. In this regard, the authors of the article have developed an algorithm for investigation technical state of running gears of freight wagons and determined the effect of their parameters’ deviation on rolling stock operation with possible further derailment.
The Economic Guarantee of Logistic Connections Optimization at Railway Transport

EN: Abstract. The efficiency increasing of railway transport functioning is a main factor in the economic growth of the national economy. Material reserves are the main factor that defines the strategy of the enterprise and influences on the economic optimization level of logistic connections in general. Waste on deficiency and expense of storing the taken out from the main turnover material reserves redouble the economic situation. In this research the sources of the arising an uncertainty by taking a decision about economic optimization of logistic connections and working out methods of need determination in conditions of a certain uncertainty that will be led to improvement of the economic effectiveness of activity are determined. The best methods that may be used for this purpose are analysis of temporary series, multiple regression and correlation analysis, pattern recognition. The paper presents the results of research that allow, based on the built neuro-fuzzy model, to evaluate the dependence of macroeconomic indicators of the national economy of Ukraine on the indicators characterizing its economic situation in order to improve the control efficiency of logistics systems. The built neuro-fuzzy model, unlike existing models, allows reproducing the complex nonlinear dependences.
Educational Dialogue in the Conditions of Edification of Primary Education: Axiological Aspect

EN: The article presents an empirical research of the problem of educational edification in the axiological plane, analyzes scientific literature, history, and strategies of edificatory changes in response to contemporary challenges in primary education, substantiates the features of cultural and historical and pedagogical processes related to the changes in pedagogical mentality in the context of edification and the new paradigm of education. The essence of edifying changes in the sphere of human culture and educational activity as a part of this culture are analyzed, including systematized general historical and pedagogical and general pedagogical foundations of edification in elementary education through educational dialogue as the means of active formation of a personality of the younger student. It is established that valuable and epistemological anthropocentrism determine the specifics of social philosophical analysis of the role of human-centric education, that sociocentrism of the sociological approach promotes the integration of modern theories into a unified methodological educational strategy, and that in the world a hermeneutical-dialogical tradition has been created, according to which a person develops through action and dialogue that which connects him with culture and the world. The credibility of the research results was confirmed by means of a Mann-Whitney U-test and the accuracy criterion for the differences of averages of the student's t-test for independent selections. On the basis of the research conducted the problems and directions are defined, and strategic, general pedagogical means of changes bringing edification through educational dialogue in primary education are outlined as an effective direction of its reformation.

Historical and Pedagogical Aspects of Application of Forms and Methods of Learning Foreign Languages In Institutions of Higher Education of Ukraine

EN: The analysis of the source base is carried out in the article, which allows to single out the following tendencies of the unification period: paradigmatic (realization of the ideological imperative in the language and professional training of future specialists in the maritime field); structural-educational (preparation according to unified curricula and programs, reading and translation as a leading type of speech activity); semantic (integration of foreign language training and multicultural education); instrumental and methodical (use of traditional verbal methods, standardized textbooks, limited to information and reproduction exercises). Trends in the study of foreign languages in maritime higher education institutions in the 70s of the XX - early XXI century are found: paradigmatic (consistency with world standards of training future maritime professionals in the study of foreign languages in higher education institutions); structural and educational (standardization of training in higher education institutions with increasing academic freedom of the institution); content (updating the sectoral focus of the content of foreign language education in accordance with international standards); instrumental and methodical introduction of personality-oriented technologies, expansion of educational opportunities, evolution of its forms, methods and means from traditional to innovative). It is determined that the unification period is marked by the fact that the teaching of foreign languages in maritime educational institutions of the outlined period took place according to unified curricula using traditional forms and methods that had a relay character. The leading types of speech activity were reading and listening. The formation of the content of readiness of specialists in the maritime industry provided for the implementation of the ideological imperative, in particular in the process of foreign language training. Identified factors that had a destructive effect on the development of maritime education, such as excessive centralization and unification of management of higher education institutions.
Hubs as a Key Tool for Improving the Quality of the Service and Development of Multimodal Passenger Traffic

ENG: This article stresses the need to develop multimodal passenger transport. Particular attention is paid to the construction of HUBs based on railway stations. HUB is the transport interchange node, passenger complex, which redistributes passenger flows between transport modes and directions. They allow to optimize transportation processes, as well as to create an infrastructure for convenient and fast passenger transfer between different transport modes. The preconditions for creating organizational conditions to ensure the sustainable development of the passenger railway transport sector are outlined. In the near future, combined passenger transport with the participation of several modes of transport will attract tourists from around the world. The authors’ concept of the term “passenger comfort zone” is proposed, which takes into account all the needs of modern tourists. The mechanism of multimodal transportations of passengers by railway transport in interaction with other participants of the servicing process is presented. A model of institutional support for the development of multimodal passenger railway transport is proposed to create conditions for integrated transport services for passengers by the passenger railway transport complex. The expediency of forming a system of railway passenger HUBs in Ukraine is vital to attracting investments to improve transport and tourism infrastructure, as well as to roll stock and a range of services for the benefit of all stakeholders in the transport sector (e.g., the state, investors, and passengers).
The Impact of Asymmetry on Equilibrium of Logistics Systems

EN: Abstract. The article examines one of the actual problems of the theory and practice of the logistics systems functioning related to the asymmetry of information in the transport services market. Assessing the level of asymmetry in logistics systems is of fundamental importance to increase the competitiveness of relevant systems. New approach formulated herein estimates the logistics systems asymmetry by taking into account information asymmetry about the quality of transport products, as well as information asymmetry about the quality of products within the boundaries of the corresponding supply chain. This approach allows to take into account its potential capabilities and increase functional stability in the process of logistics systems design.
The Impact of International Labour Migration on the Socio-Economic Development of the Region

EN: The article considers the main aspects of the development of international labour migration and the nature of its impact on the socio-economic development of the region. A method of forecasting migration flows proposed, taking into account the socioeconomic development of the sending and receiving regions. To forecast the migration flows of the region is proposed to use the index of regional migration attractiveness of the region. The article considers and defines the nature and prospects of migration processes, both external and internal, for Ukraine. It is shown that uncontrolled migration flows lead to a deepening of the imbalance of development of the regions of Ukraine. An essential element of migration policy should be the formation of appropriate conditions to reduce the outflow of highly qualified personnel abroad and the formation of mechanisms for the return of migrant workers to Ukraine.
Impact of the Main Threats from COVID-19 on the Labor Market in the Context of Ensuring Economic Security

ENG: The main research background involves identifying the factor that today, in the context of a pandemic and hostilities, the issue of labor migration, the labor market is an important problem for ensuring economic security. The main purpose of the article is to determine the major threats from COVID-19 and their impact on the labor market in the context of ensuring economic security. The basis of the methodology includes several theoretical methods for determining the key factors of influence and the method of graph theory and hierarchical ordering, which made it possible to structure the level of influence of these threats. The research process included identifying the main threats that negatively affect the labor market due to the onset of the pandemic and demonstrating the proposed methodological approach to streamlining their level of influence. Research conclusions shows that we have formed a model of hierarchical ordering of the influence of the principal threats from COVID-19 on the labor market in the context of ensuring economic security. Based on the results of the study, our suggestions are the proof of the fact that in modern economic conditions, theses of comprehensive research and monitoring of all negative factors that can affect the labor market are extremely relevant.
Linguistic and Humanitarian Competence of Future Engineers: The Philosophical and Anthropological Aspect

EN: In the article the theoretical foundations of forming the linguistic and humanitarian competence of technical university students as an important factor of personal development are discussed, based on the analysis of scientific sources and empirical material. The linguistic humanitarian competence of a specialist with higher technical education is defined as an integrative dynamic structural quality of a personal that combines a set of linguistic, humanitarian, communicative and socio-cultural competences, communicative and cognitive skills. It has been demonstrated that the process of personal development consists primarily in qualitative changes in mental activity, in the formation of new personality traits. The role of competence approach in the organization of the educational process in universities has been studied. The ability to solve problems that arise during the cognitive, technological and mental activities, in the spheres of ethical, social, legal, professional, personal relationships is given the priority. It has been established that the linguistic humanitarian practices are extremely important in the philosophical and anthropological context as one of the key factors of the personal development. Generalized characteristic features of different forms of intelligence are provided. It is stated that the linguistic humanitarian practices develop not only the verbal linguistic intelligence, but also the creativity, that is, the ability to use the results of different types of intelligence. The influence of the linguistic humanities on the social communicativeness of future specialists is highlighted, which is important for the implementation of moral norms as a condition for the social adaptation of an individual. It requires improvement of the content and procedure of the educational process, the development of cognitive independence and commitment of students, the formation of self-education and self-criticism skills, as well as communication skills.
Modelling the Risk Management of Financial Investments by the Fisher Criterion in Public Administration

EN: Abstract: Industry 4.0 will fundamentally change the way of life, work and attitude towards each other; the role of public administration is increasing many times. The government should develop measures for implementation in enterprises as the well-being of the nation as a whole depends on the success of business structures. The activity of an enterprise in a market economy is characterized by a system of risks and uncertainties that arise due to the inability to evaluate the prospects of a market situation through functional dependence. The solution of this problem is based on statistical, mathematical methods of analysis, the use of which is simplified with the widespread use of computer technology ARM systems, etc. Authors in the article describe Top 5 global risks in 2019, according to the World Economic Forum, consider the investment risks and propose to calculate the effectiveness of financial investments using Fisher's criterion.
Smart Home and Artificial Intelligence as Environment for the Implementation of New Technologies

EN: The technologies of a smart home and artificial intelligence (AI) are now inextricably linked. The perception and consideration of these technologies as a single system will make it possible to significantly simplify the approach to their study, design and implementation. The introduction of AI in managing the infrastructure of a smart home is a process of irreversible close future at the level with personal assistants and autopilots. It is extremely important to standardize, create and follow the typical models of information gathering and device management in a smart home, which should lead in the future to create a data analysis model and decision making through the software implementation of a specialized AI. AI techniques such as multi-agent systems, neural networks, fuzzy logic will form the basis for the functioning of a smart home in the future. The problems of diversity of data and models and the absence of centralized popular team decisions in this area significantly slow down further development. A big problem is a low percentage of open source data and code in the smart home and the AI when the research results are mostly unpublished and difficult to reproduce and implement independently. The proposed ways of finding solutions to models and standards can significantly accelerate the development of specialized AIs to manage a smart home and create an environment for the emergence of native innovative solutions based on analysis of data from sensors collected by monitoring systems of smart home. Particular attention should be paid to the search for resource savings and the profit from surpluses that will push for the development of these technologies and the transition from a level of prospect to technology exchange and the acquisition of benefits.

Teaching General Professional Foreign Language Vocabulary Students Based on Integrated Modular Course

EN: In this study, an attempt is made to solve the problem of better language training of students at the general professional stage of higher education. Having studied the basic methodological principles of teaching the lexical side of the language, we concluded that the learning process should be organized based on an integrated modular course that teaches English and the subject side of the future field of activity. A set of exercises based on the materials of authentic popular science texts and videos has been developed for the effective formation of lexical skills and abilities. Working with videos is an integral part of the complex and plays a potent activator of the learning process. In the process of learning stimulates the educational and cognitive activity of students, the ability to work independently on educational projects is formed; provides humanitarian and social development of the individual, which, in turn, leads to the development of professional, communicative competence. Experimental training confirmed the effectiveness of the developed method of teaching professionally-oriented vocabulary based on an integrated modular course.
The Impact of European Educational Integration on the Process Study of Foreign Languages in Institutions of Higher Education of Ukraine

EN: The article reviews the integration into the world educational space, the outlined period is marked by the following trends: paradigmatic (introduction of values of national authenticity in the study of foreign languages by future specialists in the maritime field); structural-educational (development of curricula on the basis of educational-professional program and structurallogical scheme of training); semantic (deepening of the branch direction of the content of foreign language education); instrumental and methodical (introduction of a communicative approach, computerization of education, expansion of the list of educational literature with manuals of foreign publishers). The integration period (2003 - 2017) is considered, which is marked by the introduction of European norms and standards in education, updating the content, forms and methods of teaching. In particular, in 2009 it was investigated that in the process of European integration into the world educational space the emphasis was shifted from theoretical to practical training, the competence approach was introduced; reformatted programs, curricula, etc., which are consistent with European integration areas and European standards; formation of higher education students' ability to learn throughout life. In the educational activity of learning a foreign language, the interaction between teacher and cadet changes, the importance of foreign languages is updated, information and communication technologies are actively used during the control of knowledge of foreign languages. At the same time, the unwillingness of institutions to implement reforms can be traced (lack of professional teachers, incorrect use of forms, methods and means of teaching). The analysis of the source base was carried out, which allowed to state the tendencies of the integration period. Perspective directions of using productive ideas of historical and pedagogical experience for improvement of foreign language professional training of future specialists of the maritime branch are revealed.
Актуальні питання розвитку мультимодальних перевезень в Україні

UK: Мета. Розглянуто стан та тенденції змін в питанні розвитку мультимодальних перевезень в Україні. Досліджено існуючу систему міжнародних транспортно-комунікаційних зв'язків України. Розглянуті питання перспектив розвитку контейнерних перевезень вантажів. Визначено основні проблеми, які гальмують розвиток мультимодальних перевезень в Україні, а також окреслено необхідні заходи щодо їх усунення. Метою дослідження є процес організації мультимодальних перевезень залізничним транспортом, виявлення проблем розвитку у сучасних умовах. Метод дослідження полягає у аналізі явищ та процесів, що відбуваються в процесі організації мультимодальних перевезень. Результати: проведено дослідження стану мультимодальних перевезень в Україні, окреслені основні проблеми. Практичне значення: визначені переваги та запропоновані шляхи організації мультимодальних перевезень в Україні.
Актуальність проблеми підготовки фахівців середньої ланки для залізничної галузі в Україні на початку ХХ ст.

UK: У статті досліджено стан підготовки кадрів середньої ланки у системі професійної освіти фахівців для залізничної галузі в Україні на початку ХХ століття. Встановлено, що подальше удосконалення форм і методів підготовки фахівців даного рівня у навчальних закладах базувалась на досягненнях педагогіки професійної школи того часу, вимог залізничної галузі та стосувалося: відкриття навчальних закладів нового типу – залізничні училища служби руху; диференційованого підходу до присвоєння освітньо-кваліфікаційних звань; органічного включення у навчальний процес системи виробничої практики. Показано ключову роль галузевого підпорядкування навчальних закладів Міністерству шляхів сполучення у формуванні системи підготовки фахівців залізничного транспорту, висвітлено роль і місце курсів різного типу.

Визначення поглинання енергії гасителем коливань вантажного вагона в аварійному режимі руху

UK: Мета. Робота спрямована на визначення втрати енергії гасителями коливань вантажного вагона, колісна пара якого рухається у стані сходу рейко-шпальною решіткою, у залежності від осьового навантаження та конструктивних параметрів ресорного підвішування. Методика. На основі аналізу конструкції ресорного підвішування та принципу роботи фрикційного гасителя коливань візка вантажного вагона запропоновано спосіб визначення енергії, що ним поглинається. У розрахунках приймались максимальні значення переміщень елементів гасителя та нормативні значення параметрів ресорного підвішування. Результати. Отримані розрахункові формули визначення енергії, що поглинається гасителем коливань, для передбачених нормативними документами схем монтажу пружних елементів візка у залежності від осьового навантаження. Вказані залежності є параболічними. Наукова новизна. Авторами розглянуто аварійний режим руху колісної пари рейко-шпальною решіткою після сходу її з рейок. Показано, що розсіювання енергії гасителем коливань є причиною збільшення опору руху рухомого складу. EN: In the article the main tendencies of information-communication technologies influence on humanitarian education on the basis of scientific sources analysis are investigated. It is found out that informatization is a link between humanitarian and natural science disciplines. It is shown that the new information environment conforms to the urgent needs of humanitarian education and may be used in the educational process. The important influence of information technologies on the development of individual and distance education and self-education in particular, and through them on the activization of a personal oriented approach introduction is marked. It is indicated that the basic principles of personal oriented studying are its individualization and differentiation. It is established that computer competence is one of the information culture components of the educational process participants.

UK: Мета. Метою дослідження є розробка теоретичних, методичних і практичних аспектів реалізації інноваційного потенціалу регіональних туристичних кластерів з урахованням транспортної складової на ринку туристичних послуг. Методика. Теоретико-методичною основою дослідження є праці вітчизняних і зарубіжних вчених з туристичної діяльності, проблем розвитку підприємницької діяльності, регіональної економіки та сталого розвитку регіонів, теорій інноваційної діяльності. Запропоновано формування регіонального кластера, що сприятиме ефективному функціонуванню транспортного туризму і дозволить забезпечити сталий соціально-економічний розвиток території. Результати. Враховуючи різноманітні види туризму, залізничний туризм є частиною транспортної інфраструктури туризму (на прикладі Закарпатської області). Роль залізничного транспорту у формуванні транспортної інфраструктури туризму очевидна, оскільки вона забезпечуватиме: багатофункціональність, комунікативність, динамічність, незважаючи на форми власності (державна, приватна, змішана). У цілому стратегія держави повинна зводиться до збільшення спеціалізації фірм у сфері туризму. Спеціалізація фірм може служити додатковим стабілізатором розвитку туристичної індустрії, що полягає у створенні регіональних туристичних утворень за напрямами діяльності де буде визначено місце транспортного туризму, включаючи залізничний туризм, оскільки залізниці часто проходять там, куди не в змозі доставити туристів інший транспорт. Саме така структура здатна служити ядром, навколо якого формується туристично-інноваційний регіональний кластер. Наукова новизна. Проаналізовано сутність та основні напрямки туристичної діяльності в Україні та її регіонах, проведено регіональні та міжнародні зіставлення результатів цієї діяльності, у тому числі розвиток транспортного туризму та залізничного туризму. Виявлено фактори, що зумовлюють специфіку інноваційної діяльності у сфері транспортного туризму, обґрунтовано необхідність переходу підприємств туристичної галузі на інноваційний шлях розвитку, запропоновано шляхи вдосконалення кластерного підходу до організації регіонального туризму (на прикладі Закарпатської області) із врахуванням реформування залізничної галузі в Україні. Практична значимість. Запропоновані автором положення та рекомендації можуть бути використані як теоретико-методична база туристичних фірм для реалізації інноваційного потенціалу туристичних кластерів регіонального рівня.
